MINUTES

Representative Murphy, Chair of Committee on State Government Finance and Veterans Affairs, called the meeting to order at 12:32 March 4, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present

Chair Murphy announced that two bills had been removed from the agenda and would be scheduled on a later date. HF525 (Erhardt) Active duty service members allowed to take a peace officer reciprocity examination. HF150 (Lillie) Prisoner of War - Missing in Action; Congress of the United States memorialized to appoint an independent counsel to investigate the POW/MIA issue.

Rep. Kresha moved HF1024.

Rep. Kresha presented HF1024 (Kresha) Minnesota Military Museum at Camp Ripley funding provided, and money appropriated

Representative Kresha moved to lay over HF1024 for possible inclusion in the Omnibus State Government Finance and Veterans Affairs Bill. THE MOTION PREVAILED.

Representative Newton moved to lay over HF371 for possible inclusion in the Omnibus State Government Finance and Veterans Affairs Bill.

Rep. Newton presented HF371 (Newton) Veterans service office grant program modified, and money appropriated.

Rep. Newton renewed the motion to lay over HF 371 for possible inclusion in the Omnibus State Government Finance and Veterans Affairs Bill. THE MOTION PREVAILED.

Representative Dettmer moved that HF60 be recommended to pass and be re-referred to the committee on Taxes.

Rep. Dettmer presented HF60 (Dettmer) Military retirement pay income tax subtraction phased-in.

Rep. Dettmer presented HF 59 (Dettmer) Military retirement pay income tax subtraction provided.

Representative Dettmer renewed the motion that HF59 be recommended to pass and be re-referred to the committee on Taxes. THE MOTION PREVAILED.

Representative Dettmer moved that HF61 be recommended to pass and be re-referred to the committee on Taxes.

Representative presented HF 61 (Dettmer) Past military service income tax credit income-based reduction modified.

Representative Dettmer renewed the motion that HF61 be recommended to pass and be re-referred to the committee on Taxes. THE MOTION PREVAILED.

Representative Dettmer moved that HF62 be recommended to pass and be re-referred to the committee on Taxes.

Representative Dettmer presented HF 62 (Dettmer) Past military service tax credit eligibility modified.

Representative Dettmer renewed the motion that HF62 be recommended to pass and be re-referred to the committee on Taxes. THE MOTION PREVAILED.

Representative Newton moved to lay over HF145 for possible inclusion in the Omnibus State Government Finance and Veterans Affairs Bill.

Representative Newton presented HF 145 (Newton) Minnesota Assistance Council for Veterans funding provided for continued outreach to homeless veterans and those in danger of homelessness in Minnesota, and money appropriated.

Representative Newton renewed the motion to lay over HF145 for possible inclusion in the Omnibus State Government Finance and Veterans Affairs Bill. THE MOTION PREVAILED.

Representative Wills moved that HF 532 be recommended to pass and be re-referred to the committee on Taxes.

Rep. Wills presented HF 532 (Wills) Veterans job tax credit provided.

Representative Wills moved to amend HF 532 (see attachment A13-0144) THE MOTION PREVAILED. THE AMENDMEND WAS ADOPTED.

Rep. Bernardy renewed the motion that HF 533 be recommended to pass be re-referred to the committee on Taxes. MOTION PREVAILED.

Rep. Wills renewed the motion that HF 532, as amended, be recommended to pass and be re-referred to the committee on Taxes. MOTION PREVAILED.

Rep. Newton moved approval of the minutes from the meeting of Monday, February 25, 2013 and Wednesday, February 27, 2013. MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chair Murphy announced the next meeting would be on Wednesday, March 6, 2013.

The meeting was adjourned at 2:01 PM.
