MINUTES

Representative Murphy, Chair of Committee on State Government Finance and Veterans Affairs, called the meeting to order at 12:33 March 11, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Murphy moved that HF 525 be recommended to pass and be referred to the committee on Public Safety.

Chair Murphy moved the 525A1 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Erhardt presented HF 525 (Erhardt) Active duty service members allowed to take a peace officer reciprocity examination.

Public Testimony on HF 525, as amended:

Rep. Dettmer offered an oral amendment to be incorporated into the HF 525, as follows:
Page 1, line 22, strike "a" and insert "the most recent"
Page 2, line 6, delete "a" and insert "the most recent"

Rep. Erhardt incorporated the amendment. THE MOTION PREVAILED. AMENDMENT IS ADOPTED.

Chair Murphy renewed her motion that HF 525, as amended, be recommended to pass and be referred to the committee on Public Safety. THE MOTION PREVAILED.

Chair Murphy moved that HF 591 be recommended to pass.

Representative Sanders presented HF 591(Sanders) Partisan office vacancy nomination procedures modified, and money appropriated.

Chair Murphy renewed her motion that HF 591 be recommended to pass and be placed on the general register. THE MOTION PREVAILED.

Representative Newton became acting chairperson

Rep. Murphy moved that HF 819 be recommended to pass and be referred to the committee on Environmental, Natural Resources and Agriculture Finance.

Representative Murphy presented HF819 (Murphy) Public Facilities Authority grant programs reorganized, and small community wastewater treatment grants provided for.

Rep. Murphy renewed the motion that HF 819 be recommended to pass and be referred to the committee on Environmental, Natural Resources and Agriculture Finance. THE MOTION PREVAILED.

Rep. Murphy became acting chairperson

Rep. Dettmer moved HF 1241

Chair Murphy moved that HF 1241 be recommended to pass and be re-referred to the committee on Public Safety Finance.

Representative Dettmer presented HF 1241 (Dettmer) Community safety personnel training about the use of de-escalation techniques for dealing with veterans returning from active military service in combat zones grant money appropriated to public safety.

Rep. Dettmer offered an oral amendment to be incorporated into the HF 1241, as follows:

THE MOTION PREVAILED. AMENDMENT WAS ADOPTED.

Chair Murphy renewed Rep. Dettmer motion that HF 1241 as amended be recommended to pass and be re-referred to the committee on Public Safety Finance. THE MOTION PREVAILED.
Chair Murphy moved that HF 764 be laid over for possible inclusion in the State Government Finance Omnibus bill.

Representative Mariani presented HF 764 (Mariani) Minnesota Humanities Commission grant established for a reading program for Minnesota children, and money appropriated.

Chair Murphy renews the motion to lay over HF 764 for possible inclusion in the State Government Finance Omnibus bill. THE MOTION PREVAILED.

Chair Murphy announced the committee will meet on Wednesday March 5, 2013.

The meeting was adjourned at 2:05 PM.
