MINUTES

Representative Paymar, Chair of the Committee on Public Safety Finance and Policy, called the meeting to order at 10:05 a.m. March, 11, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

H.F. 2288 (Atkins) Law enforcement required to secure a search warrant in order to receive cell phone tracking data.

Chair Paymar moved that H.F. 2288 be re-referred to the Committee on Civil Law.

Chair Paymar moved to amend H.F. 2288 as follows: (see attached; coded H2288A1).
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Paymar and members welcomed students from Wings Home School in Eden Prairie, visiting the Capitol as part of the Minnesota Historical Society’s “Voice of the People: Your Role in Minnesota Government” program.

Rep. Rosenthal moved that the minutes of the March 6, 2014 hearing be approved. THE MOTION PREVAILED.

H.F. 2553 (Lesch) Law enforcement required to secure a search warrant to receive electronic device location information.

Rep. Lesch moved that H.F. 2553 be re-referred to the Committee on Civil Law.

Rep. Lesch moved that H.F. 2940 be re-referred to the Committee on Civil Law.

At 11:45 a.m., Chair Paymar declared the meeting in recess until 4:00 p.m.

Chair Paymar reconvened the hearing at 4:05 p.m. in Room 300N of the State Office Building, upon which consideration of H.F. 2940 (Lesch) resumed.

H.F. 1620 (Kahn) Law enforcement agency prohibited from using drones to gather evidence or other information, drone use by persons prohibited, and federal agency drone use within the boundaries of Minnesota prohibited.

Chair Paymar moved that H.F. 1620 be re-referred to the Committee on Civil Law.

H.F. 1994 (Johnson, B.) Law enforcement agencies prohibited from using unmanned aerial cameras to gather evidence on individuals without a warrant or imminent threat.

Rep. Johnson moved that H.F. 1994 be re-referred to the Committee on Civil Law.

Testifying in support of H.F. 1994 was:

Rep. Johnson renewed his motion that H.F. 1994 be re-referred to the Committee on Civil Law. THE MOTION PREVAILED.

H.F. 2552 (Lesch) Unmanned aerial vehicle use by law enforcement regulated.

Rep. Lesch moved that H.F. 2552 be re-referred to the Committee on Civil Law.
