MINUTES

Representative Kahn, Chair of the Legacy Committee, called the meeting to order at 2:15 P.M. on February 13, 2013 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 2:22 P.M.

Rebecca Flood, Assistant Commissioner, Minnesota Pollution Control Agency, gave an overview of the Interagency Clean Water Fund Update and explained how the different agencies work together on programs and activities related to the Clean Water Fund.

Sarah Strommen, Assistant Director, Minnesota Board of Water and Soil Resources, explained the protection and restoration implementation activities done by each agency.

Jeff Freeman, Executive Director, Public Facilities Authority, responded to member questions on the Subsurface Sewage Treatment Systems Program and the Small Community Wastewater Treatment Program.

Steve Hirsch, Director of Ecological and Water Resources, Department of Natural Resources, gave an overview of some of the research and tools used to implement water quality and conservation practices.

Linda Bruemmer, Director of Environmental Health, Minnesota Department of Health (MDH), gave an overview of how each agency plays a part in groundwater and drinking water protection and of the Clean Water Fund Performance Report.

Rebecca Flood, on behalf of all the agencies, presented a quick wrap up of the inter-agency programs and how they have made a big difference to the water quality of the state.

Randy Ellingboe, Budget Outcome Committee of the Clean Water Council (CWC), gave a brief introduction of the members of the CWC and an overview of the Council's purpose.

Mark Knoff, Vice Chair; and Barb Perchel, Coordinator; both from the CWC, presented their Biennial Report and went over some of the differences between their budget recommendations and the Governor's.

Matthew Wohlman, Assistant Commissioner, Minnesota Department of Agriculture, responded to member questions on the Environmental Quality Assessment Program.




The meeting was adjourned at 3:47 P.M.
