MINUTES

Representative Hilstrom, Chair of Committee on Judiciary Finance and Policy, called the meeting to order at 5:50 PM on March 14, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF892 (Melin) Uniform Interstate Family Support Act updated.

At 5:51 PM a quorum was present.

Harriet Lansing, Minnesota Uniform Law Commission, testified in favor of HF892.

Chair Hilstrom lays over HF892 while the fiscal impact is being determined.

HF1120 (Freiberg) Judicial review of contested case service on all parties required.

Chair Hilstrom moved that HF1120 be recommended to pass and be sent to the General Register.

Chair Hilstrom renewed her motion that HF1120 be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

HF1043 (Freiberg) Emergency 911 call new crimes created.

Chair Hilstrom moved that HF1043 be recommended to pass and be sent to the General Register.

Chair Hilstrom renewed her motion that HF1043 be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

HF1138 (Newton) Minnesota Code of Military Justice updated, and clarifying language provided.

Representative McNamar moved that HF1138 be recommended to pass and be sent to the committee on State Government Finance and Veterans Affairs.

Representative McNamar renewed his motion that HF1138 be recommended to pass and sent to the committee on State Government Finance and Veterans Affairs. THE MOTION PREVAILED.

HF136 (Hansen) Campaign finance and public disclosure law public official definition expanded to include judges and county commissioners.

Chair Hilstrom moved that HF136 be recommended to pass and be sent to the committee on State Government Finance and Veterans Affairs.

Gary Goldsmith, President, Campaign Finance Board, testified in favor of HF136.

Chair Hilstrom moved the A13-0169 amendment. THE MOTION PREVAILED.

Chair Hilstrom renewed her motion that HF136 be recommended to pass, as amended, and sent to the committee on State Government Finance and Veterans Affairs. THE MOTION PREVAILED.

HF1031 (Dehn) Life insurance policy paid premium refund required, and judicial declaration of the validity of a policy authorized.

Chair Hilstrom moves the oral amendment "line 1.21 change 'two' to 'four'." THE MOTION PREVAILS.

Joel Carlson, Legal Research, Government Affairs; James Clark, Messerli and Kramer; Robyn Rowan, Executive Director, MIPSE; Michael, Lovendusky, Vice President and Associate General Counsel, American Council of Life Insurance; Tim Vandek Hey, Deputy Commissioner, Department of Commerce; and Peter Bickwoody, Director of Government Affairs, Department of Commerce, testified on HF1031.

Chair Hilstrom laid over HF1031 for possible inclusion in the omnibus bill.

HF1226 (Cornish) Assaults on prosecutors; enhanced penalties.

Representative Cornish moved that HF1226 be recommended to pass and be sent to the General Register.

Representative Cornish renewed his motion that HF1226 be recommended to pass and be sent to the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 6:36 PM.
