MINUTES

Representative Hilstrom, Chair of Committee on Judiciary Finance and Policy, called the meeting to order at 2:25 PM on March 12, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Chair Melin called the meeting to order.

Representative Lien moved approval of the minutes from March 6, 2013. THE MOTION PREVAILED.

HF228 (B. Johnson) Wildlife arson increased penalties created for damages to multiple buildings or dwellings, acreage, or crops or demonstrable bodily harm, and restitution provisions added.

Representative B. Johnson moved that HF228 be recommended to pass and be sent to the General Register.

Representative B. Johnson presented HF228.

Representative B. Johnson renewed his motion that HF228 be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

HF838 (Schoen) Court services, detention, and corrections data access provided for domestic fatality review teams.

Chair Melin moved that HF838 be recommended to pass and be sent to the General Register.

Chair Melin moves the oral amendment, "line 1.17 remove the underlined portion, court services data under section 13.84;". THE MOTION PREVAILED.

Representative Schoen presented HF838.

Chair Melin renewed her motion that HF838 be recommended to pass as amended and sent to the General Register. THE MOTION PREVAILED.

HF863 (Winkler) Campaign finance additional disclosure provided for, and various changes made to campaign finance and public disclosure law.

Chair Melin stated that the committee would hear testimony on HF863 today but take no action until the committee came into possession of the bill.

Gary Goldsmith, Executive Director, Campaign Finance Board, testified in favor of HF863.

Andrea Rau, Legislative Director, Minnesota Citizens Concerned for Life, testified in opposition to HF863.

At 2:53 Representative Hilstrom assumed the Chair.

John Helmberger, Chief Legislative Officer, Minnesota Family Council, testified in opposition to HF863.

HF1135 (Winkler) Child testimony provided for, and support person provided for child and adult witnesses.

Chair Hilstrom moved that HF1135 be laid over for possible inclusion in the omnibus bill.

Marcia Milliken, Executive Director, Minnesota Children's Alliance, testified in favor of HF1135.

Max Keller, criminal defense attorney, Minnesota Association of Criminal Defense Lawyers, testified in opposition to HF1135.

The Chair laid over HF1135 for possible inclusion in the omnibus bill.

HF1214 (Mahoney) Motor vehicles regulated, scrap metal processing regulation amended, proof of ownership or hold period required for vehicles purchased for scrap, automated property system and criminal penalties created.

Chair Hilstrom moved that HF1214 be recommended to pass and be sent to the committee on Transportation Policy.

Chair Hilstrom moved the H1214DE1-2 amendment. THE MOTION PREVAILED.

Paul Cassidy, Director, ISRI, and John Choi, Ramsey County Attorney, testified in favor of HF1214.

Chair Hilstrom renewed her motion that HF1214 be recommended to pass as amended and sent to the committee on Transportation Policy. THE MOTION PREVAILS.

At 3:44 Representative Melin assumed the Chair.

HF704 (Hilstrom) Family Reunification Act of 2013 created.

Representative Hilstrom moved that HF704 be recommended to pass and be sent to the General Register.

John Choi, Ramsey County Attorney, and Ron Elwood, Supervisory Attorney, Legal Aid, testified in favor of HF704.

Representative Hilstrom renewed her motion that HF704 be recommended to pass and be sent to the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 2:46 PM.
