MINUTES

Representative Clark, Chair of Committee on Housing Finance and Policy, called the twenty-third meeting to order at 12:35pm on Monday, March 10th 2014 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Isaacson moved that HF2763 be re-referred to the General Register.

Representative Isaacson presented HF2763 (Isaacson). Minnesota Housing Finance Agency obsolete, redundant, and unnecessary laws and rules repealed, conforming changes made, and State Register notice requirement changed.

Representative Isaacson renewed the motion that HF2763 be re-referred to the General Register. MOTION PREVAILED.

Representative Isaacson moved that HF859 be re-referred to the Committee on Civil Law.

Representative Simon presented HF859 (Simon). Landlords and tenants; victims of violence additional remedies created.

Representative Isaacson moved to amend HF859. See attached H859DE1. MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Isaacson renewed the motion that HF859 as amended be re-referred to the Committee on Civil Law. MOTION PREVAILED.

Representative Radinovich assumed the chair at 1:05pm.

Representative Clark moved that HF2246 be re-referred to the Committee on Ways and Means.

Representative Clark presented HF2246 (Clark). Housing; high-risk adults appropriation modified.

Representative Clark renewed the motion that HF2246 be re-referred to the Committee on Ways and Means. MOTION PREVAILED.

Chair Clark reassumed the chair at 1:10pm.

Representative Moran moved that HF2493 be re-referred to the Committee on Capital Investment.

Representative Moran presented HF2493 (Mariani). St. Paul; emergency shelter and housing facility and a connection center facility funding provided, bonds issued, and money appropriated.

Representative Moran moved an oral amendment to amend HF2493, follows:

Page 1, line 19, delete “$22,000,000” and insert “$18,000,000”
Page 2, line 6, delete “$22,000,000” and insert “$18,000,000”

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Moran renewed the motion that HF2493 as amended be re-referred to the Committee on Capital Investment. MOTION PREVAILED.

Representative Hertaus moved that the minutes of March 5, 2014 be approved. MOTION PREVAILED AND THE MINUTES WERE APPROVED.

The meeting was adjourned at 1:30pm.
