MINUTES
Chair Clark called the fourteenth meeting of the Committee on Housing Finance and Policy to order at 12:35pm on 3/11/2013 in the Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Bly moved that HF536 (Davnie) be recommended to pass.
Representative Davnie presented HF536 (Davnie). Sellers in real estate sales for contracts for deed notice requirement, and civil action remedy for violations of the notice requirements for contracts for deed created.

Representative Clark moved to amend HF536. (See attached amendment
H0536DE2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Bly moved that HF536 as amended, be recommended to pass and be re-referred to the Committee on Civil Law.
A division was requested on the motion. There were 7 ayes, 6 nays. THE MOTION PREVAILED.
Representative Isaacson moved to reconsider HF536. THE MOTION PREVAILED.

Representative Fischer assumed the Chair at 1pm.
Representative Clark moved that HF1344 (Clark) be recommended to pass.
Representative Clark presented HF1344 (Clark). Housing Finance Agency money appropriated.

Chair Clark reconvened the meeting at 6:04pm.
Rep. Fischer moved that the minutes of March 6, 2013 be approved. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.
Rep. Fischer assumed Chair at 6:05pm.
Representative Clark moved that HF1055 (Clark) be recommended to pass.
Representative Clark presented HF1055 (Clark). Mortgage registry and deed tax deposit in an affordable housing fund provided for.

Representative Fischer moved that HF1377 (Hortman) be recommended to pass and re-referred to the Committee on Commerce and Consumer Protection Finance.
Representative Hortman presented HF1377 (Hortman). Mortgage lenders and servicers loss mitigation required.

Representative Isaacson moved to amend HF1377 as follows: to delete section 3 from HF1377. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Fischer moved that HF1377 as amended, be recommended to pass and re-referred to the Committee on Commerce and Consumer Protection Finance. THE MOTION PREVAILED.
