MINUTES

Representative Liebling, Chair of the Committee on Health and Human Services Policy, called the meeting to order at 9:09 AM, March 22, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Dehn presented information on HF1395 (Dehn); Residency ratio restrictions for home and community-based services waiver and general assistance recipients.

At 9:12 AM a quorum was present.

Chair Liebling moved that HF1395 be recommended to pass and re-referred to the Health and Human Services Finance Committee.

Chair Liebling moved that HF453 (Dorholt); Medical assistance coverage modified to include consultations with psychologists, be recommended to pass and re-referred to the Health and Human Services Finance Committee.

Representative Dorholt presented information on HF453.

Representative Moran moved that HF1345 (Moran); Health care and health disparity-related provisions modified, reports required, and money appropriate, be recommended to pass and re-referred to the Health and Human Services Finance Committee.

Representative Moran moved that amendment H1345A1 be adopted. Motion prevailed. Amendment adopted.

Representative Moran renewed her motion that HF1345 be recommended to pass as amended and re-referred to the Health and Human Services Finance Committee. Motion prevailed.

Representative Liebling moved that HF1604 (Liebling); Diverted narcotic or controlled substance report required, be recommended to pass and placed on the General Register.

Representative Liebling moved that amendment H1604DE1 be adopted.

Representative Liebling moved the oral amendment to amendment H1604DE1 as follows:
Line 1.16 after the word “self-employed” insert “or if the knowledge was obtained in the course of a professional-patient relationship if the patient is licensed or regulated by a health licensing board.”

Representative Liebling moved that amendment H1604DE1 as amended be adopted. Motion prevailed. Amendment as amended adopted.

Information hearing on HF978 (Huntley); Policy and contract coverage regulated, and state law conformed to federal requirements.

Alyssa VonRuden and Manny Munson-Regala, Department of Health, presented additional information on HF978.

Chair Liebling moved that HF1395 (Dehn) be taken off the table. Motion prevailed.

Representative Loeffler moved amendment H1395A1.

Chair Liebling allowed time for member questions and answers.

Representative Loeffler moved that amendment H1395A1 be adopted. Motion prevailed. Amendment adopted.

Representative Schoen moved the oral amendment to HF1395 as amended as follows:
Line 1.15 delete “25” and insert “50”.

Representative Schoen moved the oral amendment to HF1395 as amended as follows:
Line 1.15 delete “25” and insert “50”. Motion does not prevail. The amendment is not adopted.

Chair Liebling renewed her motion that HF1395 be recommended to pass as amended and re-referred to the Health and Human Services Finance Committee. Motion prevailed.

Representative Loeffler moved that HF1047 (Loeffler); Maternal depression outreach, public education, and screening development required, medical assistance eligibility expanded for pregnant women and infants, commissioner of human services required to provide technical assistance related to maternal depression screening and referrals, parenting skills added to adult rehabilitative mental health services, Minnesota health care program outreach expanded, reports required, and money appropriated, be recommended to pass and re-referred to the Health and Human Services Finance Committee.

Representative Loeffler moved that H1047DE2 amendment.

Representative Loeffler moved the oral amendment to amendment H1047DE2 as follows:
Line 6.10 after “shall” delete “require that licensees receive continuing” and line 6.11 delete “education” and insert “provide educational materials”.

Representative Loeffler moved that amendment H1047DE2 as amended be adopted. Motion prevailed. Amendment as amended is adopted.

Representative Liebling moved that amendment A13-0227 be adopted. Motion prevailed. Amendment adopted.
