MINUTES

Representative Liebling, Chair of Committee on Health and Human Services Policy, called the meeting to order at 2:19 PM February 19, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present

Representative Schoen provided information regarding HF75.

At 2:21 PM quorum was present and Representative Gruenhagen moved that the February 13, 2013 minutes be approved. Minutes approved.

Rep Schoen moved that HF75 be recommended to pass and placed on the general register.

Rep Schoen moved amendment H0075A1 be adopted. Motion prevailed. Amendment adopted.

Rep Schoen and Buck McAlpin of the MN Ambulance Association and North Memorial, presented information in regards to HF75.

Chair Liebling allowed time for public testimony.

Chair Liebling introduced new member Representative Clark Johnson, Mankato District 19A.

Rep Schoen renewed his motion that HF75 be recommended to pass as amended and placed on the general register. Motion prevailed.

Rep Schoen moved that HF201 be recommended to pass and placed on the general register.

Rep Schoen and Buck McAlpin presented information in regards to HF201.

Chair Liebling allowed time for member questions and answered provided by Buck McAlpin, Pam Biladeau, and Rep Schoen.

Rep Schoen renewed his motion that HF201 be recommended to pass and placed on the general register. Motion prevailed.

Rep Schoen moved that HF455 be recommended to pass and re-referred to the Health and Human Services Finance Committee. Rep Schoen presented information in regards to HF455.

The following individuals testified:
Cindy Rupp, Washington County and MICA testified in support of HF455.
Heather Geerts, Clinical Director of Zumbro Valley Mental Health testified in support of HF455.

Chair Liebling allowed time for member questions and answers provided by Cindy Rupp and Heather Geerts.

The following individuals testified:
Jay McLaren, Medica testified in support of HF455, but addressed concerns.

Chair Liebling allowed time for member questions and answers provided by Cindy Rupp, Heather Geerts, and Jay McLaren. Chair Liebling allowed time for public testifiers.

The following individuals testified:
Kevin Evenson, DHS testified in support of HF455, but addressed concerns.
Jeffrey Hunsberger, DHS

Rep Schoen renewed his motion that HF455 be recommended to pass and re-referred to the Health and Human Services Finance Committee. Motion prevailed.

The meeting was adjourned at 3:30 PM.
