MINUTES

Representative Liebling, Chair of Committee on Health and Human Services Policy, called the meeting to order at 2:17 PM February 12, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present

Representative Benson moved to approve the February 6 meeting minutes. Motion prevailed. The minutes were approved.

An overview of the children's mental health systems

Chair Liebling allowed time for questions and answers.

Representative Abeler moved that HF353 be recommended to pass and re-referred to the Early Childhood and Youth Development Policy Committee.

Representative Davnie presented an overview of HF353.

Chair Liebling allowed time for committee member questions and answers provided by Representative Davnie and Sue Abderholden.

Representative Abeler renewed his motion that HF353 be adopted and re-referred to the Early Childhood and Youth Development Policy Committee. Motion prevailed.

Representative Loeffler moved that HF359 be recommended to pass and re-referred to the Early Childhood and Youth Development Policy Committee.

Chair Liebling allowed time for committee member questions and answers provided by HF359 Chief Author Representative Laine and Sue Abderholden.

Representative Loeffler renewed her motion that HF359 be recommended to pass and re-referred to Early Childhood and Youth Development Policy Committee. Motion prevailed.

The Committee recessed at 3:57 PM.

The Committee reconvened at 6:01 PM.

Representative Loeffler moved that HF358 be recommended to pass and be re-referred to the Early Childhood and Youth Development Committee.

Representative Loeffler moved that amendment H0358A2 be adopted. Motion prevailed. Amendment adopted.
Representative Loeffler moved that amendment H0358A3 be adopted. Motion prevailed. Amendment adopted.
Representative Abeler moved that amendment H0358A1 be adopted. Representative Abeler provided background and support for this amendment.

Chair Liebling allowed time for questions and answers regarding amendment H0358A1.

Representative Abeler renewed his motion that amendment H0358A1 be adopted. Motion prevailed. Amendment adopted.

Representative Loeffler and Mary Regan presented further information regarding HF358.

Representative Loeffler renewed her motion that HF358 to pass as amended and re-referred to the Early Childhood and Youth Development Policy Committee. Motion prevailed.

Chair Liebling stepped down and Vice Chair Moran assumed the role of Chair for the duration of the hearing HF296.

Representative Liebling moved that HF296 be recommended to pass and re-referred to the Early Childhood and Youth Development Policy Committee.

Representative Liebling and Sue Abderholden presented information regarding HF296.

Chair Moran allowed time for member questions and answers provided by Representative Liebling and Sue Abderholden.

Representative Liebling renewed her motion that HF296 be recommended to pass and re-referred to the Early Childhood and Youth Development Policy Committee. Motion prevailed.

The meeting was adjourned at 6:54 PM.
