HOUSE HEALTH CARE AND HUMAN SERVICES FINANCE COMMITTEE

Chair Thomas Huntley called to order the forty-first meeting of the Health Care and Human Services Finance Committee at 10:09 a.m. in Room 200 of the State Office Building on Tuesday, March 11, 2014. A quorum was present. The committee legislative assistant noted the roll:

Chair Huntley explained the removal of H.F. 2599 (Loeffler - Minnesota Family Investment Program (MFIP) housing assistance grant effective date modified) and H.F. 2678 (Fritz - Minnesota Family Investment Program (MFIP) effective date of family cap repeal modified) from the agenda today due to Department of Human Services not being able to implement them at this time.

H.F. 2379 (Liebling) - Recovery school programs grant money appropriated

Representative Liebling explained her bill and then moved H.F. 2379 be laid over for possible inclusion in the Health and Human Services Finance omnibus bill. Testifying in support of the bill were:

Michael Durchalag, Executive Director, PEASE Academy, Minneapolis
Ian McGregor, PEASE client and resident of Woodbury, Minnesota

Following discussion, Chair Huntley laid the bill over for possible inclusion in the Health and Human Services Finance omnibus bill.

H.F. 2741 (Fischer) - Mental health services funding modified

Representative Fischer moved H.F. 2741 be laid over for possible inclusion in the Health and Human Services Finance omnibus bill which he then explained. Testifying in support of the bill were:

Martin Marty, Hennepin County Human Services and Public Health Department
Tim Burkett, People Incorporated
Terrence Lacefield, People Incorporated client, Minneapolis

Following discussion, Chair Huntley laid the bill over for possible inclusion in the Health and Human Services Finance omnibus bill.

At 10:56 a.m. Vice Chair Norton took the gavel.

H.F. 2655 (Huntley) - Commissioner of human services grant program appropriations modified.

Representative Huntley moved H.F. 2655 be recommended to pass and be re-referred to the Committee on Ways and Means. Doug Berg, Fiscal Analyst, explained this technical bill.

Vice Chair Norton clarified the motion to be re-referred to the Committee on Ways and Means.

Following brief discussion, Representative Huntley renewed his motion that H.F. 2655 be re-referred to the Committee on Ways and Means. The motion prevailed.

Vice Chair Norton adjourned the meeting at 11:07 a.m.
