MINUTES

Representative Nelson, Chair of Committee on Government Operations, called the meeting to order at 10:05am on March 18th, 2014 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Freiberg moved approval of the minutes from March 14, 2014. THE MOTION PREVAILED.

HF2566 (Mahoney) St. Paul Port Authority; meetings by telephone or other electric means authorized

Chair Nelson moved that HF2566 be recommended to be placed on the General Register. THE MOTION PREVAILED.

The committee recessed at 10:09am.

The committee reconvened at 10:10am.

HF2917 (Simon) City special service district application broadened to include residential and mixed uses

Chair Nelson moved that HF2917 be recommended to be re-referred to the Committee on Taxes.

Chair Nelson moved to amend HF2917 (See attached H2917A1 amendment). THE MOTION PREVAILED.

HF2693 (Sawatzky) Special Education Case Load and Rule Alignment Task Force (2014) recommendations implemented, and commissioner of education authorized to use expedited rulemaking to implement the rule recommendations of the task force

Chair Nelson moved that HF2693 be recommended to be re-referred to the Committee on Education Finance.

Representative Winkler moved to amend HF2693 as follows:

Chair Nelson moved that HF2968 be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF2220 (Barrett) North Branch authorized to increase its Public Utilities Commission from three to up to seven members.

Chair Nelson moved that HF2220 be recommended to be placed on the General Register. THE MOTION PREVAILED.

The committee reconvened at 6:36pm.

The gavel was passed to Vice-Chair Freiberg at 6:36pm.

HF2318 (Hansen) Special School District No. 6, South St. Paul, authorized to dissolve election districts

Representative Hansen moved that HF2318 be recommended to be placed on the General Register.

Representative Hansen moved to amend HF2318 (See attached H2318A1 amendment.) THE MOTION PREVAILED.
