MINUTES

Representative Nelson, Chair of Committee on Government Operations, called the meeting to order at September 18, 2013 at 1:04pm in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

The committee heard an overview of the State’s administrative rulemaking process.

Ms. Patricia Winget, Editor of the Minnesota Rulemaking Manual
The Honorable Eric Lipman, Assistant Chief Law Judge, Office of Administrative Hearings
Mr. Paul Marinac, Office of the Revisor of Statutes

The committee held a panel discussion of state agency and private sector professions regarding the rulemaking process.

Wendy Legge, Chief General Counsel, Department of Labor and Industry
