ENERGY POLICY COMMITTEE
MINUTES

Representative Will Morgan, Vice-Chair of the Energy Policy Committee, called the fifthteenth meeting to order at 12:27 P.M. on, March 5, 2013, in room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll. A quorum was present.

Members excused:

Representative Hortman moved that HF956 be laid over for possible inclusion in the omnibus energy bill.

HF956 (Hortman) Cogeneration and small power production; net metered systems and aggregation of meters governing provisions modified, cumulative generation limits prohibited, rulemaking authorized, solar electricity standard established, and energy improvements program repayment period clarified.

Representative Hortman moved adoption of amendment HO956DE1.
The amendment was adopted.

A handout was given to committee members, "Solar Industry".

A handout was given to Committee members "Solar Power Seen Meeting 20% of Needs by 2000: Carter May Seek Outlay Boost".

Representative Hortman renewed her motion that HF956 as amended be laid over for possible inclusion in the omnibus energy bill.
The motion prevailed.


At 1:50 P.M. Representative Hortman assumed the Chair.

Representative Hortman moved that HF854 be laid over for possible inclusion in the omnibus energy bill.

HF854 (Atkins) Low-income utility program conservation improvement investments regulated.

Representative Hortman renewed her motion that HF854 be laid over for possible inclusion in the omnibus energy bill.
The motion prevailed.

The Committee recessed at 1:58 P.M.

At 6:00 P.M. the Committee resumed in room 118 of the Capitol. Representative Will Morgan vice-chair assumed the chair.

Representative Hortman moved that HF955 be laid over for possible inclusion in the omnibus energy bill.

HF955 (Hortman) Small electric generators maximum capacity to qualify for net metering amended.

Testifying on the bill: Lisa Daniels, Executive Director of Windustry

Representative Hortman moved adoption of amendment H0956A2.
The amendment was adopted

Representative Morgan moved to reconsider H0956A2.
The motion prevailed.

Representative Hortman moved adoption of amendment H0955A1.
The amendment was adopted.

Representative Hortman moved adoption of amendment H0956A2.
The amendment was adopted

Representative Hortman renewed her motion that HF955 as amended be laid over for possible inclusion in the omnibus energy bill.
The motion prevailed.
