MINUTES

Representative Simon, Chair of Committee on Elections, called the meeting to order at 12:30pm on March 19, 2013 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Members present:

A quorum was present.

Rep. Halverson moved approval of minutes from March 14, 2013. The motion prevailed.

HF491 (Dehn) Individual rights restored upon release from incarceration, notice required, and county attorney obligation to promptly investigate to voter registration and eligibility repealed.

Testimony heard from:

• Rep. Raymond Dehn
• The Honorable Mike Freeman, Hennepin County Attorney
• Rob Stewart, PhD student at UMN

The bill was laid over.

HF276 (Dehn) Resolution; requesting Congress propose a constitutional amendment and, if Congress does not propose an amendment, applying to Congress to call a constitutional convention clarifying that the rights protected under the Constitution are the rights of natural persons and not the rights of artificial entities and that spending money to influence elections is not speech under the First Amendment.

Rep. Mariani moved that HF276 be recommended to pass and be referred to Civil Law.

Rep. Mariani renewed motion that HF276 be recommended to pass and be re-referred to Civil Law. The motion prevailed.

The meeting was adjourned at 2:00pm.
