MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15AM, March 25, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF3171 (Marquart) General education funding and policy modifications provided for early childhood, kindergarten through grade 12, and adult education, including general education, education excellence, special education, nutrition, and self-sufficiency and lifelong learning; forecast adjustments made; and money appropriated.

House Fiscal Analyst Melissa Johnson explained a printout related to 2014 session appropriation tracking - Governor and House target.

House Researchers Tim Strom and Lisa Larson explained the bill summary document related to HF3171 and the H3171A14-0977 amendment. The H3171A4 amendment was also presented.

Representative Quam moved the minutes of March 24, 2014 be approved.
THE MOTION PREVAILED.


Public testimony on HF3171 was provided by Josh Downham, Serve Minnesota; Daron Korte, Minnesota Department of Education Director of Government Relations; Valerie Dosland, representing Intermediate School Districts and the Minnesota Association of School Business Officials; Scott Croonquist, Association of Metropolitan School Districts; Brad Lundell, representing Schools for Equity in Education and Minnesota Administrators for Special Education; Gary Amoroso, Minnesota Association of School Administrators; Mary Gilbert, St. Paul Public Schools; Roger Aronson, Minnesota Association of Secondary (and Elementary) School Principals; Grace Keliher, Minnesota School Board Association; Linda Sandvig, Literacy Action Network; Nancy Hylden, MINNEminds; Matt Burdick, NAMI Minnesota; Elaine Keefe, representing the Coalition of Children with Disabilities and the Minnesota School Nutrition Association; Sam Walseth, representing the Minnesota Rural Education Association and Minnesota Service Cooperatives; Andrea Bagnaho-Robinson, parent and early childhood education advocate.

Members’ questions and comments were addressed throughout the bill’s presentation.

Chair Marquart laid over HF3171.

The meeting was adjourned at 9:49AM.
