MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 4:46PM, March 24, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Moran moved the minutes of March 20, 2014 be approved.
THE MOTION PREVAILED.

Representative Davnie moved HF2290 (Fischer) Harambee school transferred from the East Metro Integration District to the Roseville School District.

Public testimony on HF2290 was provided by Dr. Jean Lubke, Executive Director of East Metro Integration District; Shari Thompson, Business Manager, Roseville Area Schools, ISD 623.

Members’ questions and comments were addressed throughout the bill’s presentation.

Chair Marquart laid over HF2290.

HF592 (Ward, J.A.) Perpich Center for Arts Education authorized to operate a voluntary integration magnet school, staff and facilities transferred, funding provided, formulas modified, and money appropriated.

The H0592DE2 amendment was presented.

Public testimony on HF592 was provided by Sue Mackert, Executive Director, Perpich Center for Arts Education.

Members’ questions and comments were addressed throughout the bill’s presentation.

Representative Anzelc moved HF1876 (Persell) Headwaters Science Center grant authorized, and money appropriated.

Representative McDonald moved HF3185 (FitzSimmons) Location equity revenue school district eligibility expanded.

There was no one wishing to provide public testimony on HF3185.

Chair Marquart laid over HF3185 for possible inclusion in an education finance omnibus bill.

Representative Mariani moved HF2861 (Isaacson) Education commissioner directed to consult with experts to determine the content and status of Minnesota's career and technical education programs, and money appropriated.

The author’s H2861DE amendment was presented.

Public testimony on HF2861 was provided by Daron Korte, Director of Government Relations, Minnesota Department of Education.

Members’ questions and comments were addressed throughout the bill’s presentation.

Representative Newton moved HF2693 (Sawatzky) Special Education Case Load and Rule Alignment Task Force (2014) recommendations implemented, and commissioner of education authorized to use expedited rulemaking to implement the rule recommendations of the task force.

Public testimony on HF2693 was provided by Rose Hermodson, Minnesota Department of Education.

Members’ questions and comments were addressed throughout the bill’s presentation.

Representative Selcer moved HF2568 (Sawatzky) Special education; paperwork burdens reduced by creating a unified online system for collecting and reporting required special education due process data and thereby increasing opportunities for special education educators to focus on teaching students.

Representative Selcer moved the H2568A5-1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Public testimony on HF2568 was provided by Daron Korte, Director of Government Relations, Minnesota Department of Education; Brad Lundell, Minnesota Administrators for Special Education; Jodee Buhr, Education Minnesota.

Representative Morgan moved HF3188 (Morgan) General education basic formula increased, and money appropriated.

Public testimony on HF3188 was provided by Scott Croonquist, Association of Metropolitan School Districts; Grace Keliher, Minnesota School Board Association; Gary Amoroso, Minnesota Association of School Administrators; Roger Aronson, Minnesota Association of Secondary School Principals.

Representative Selcer moved HF2681 (Selcer) School district review and comment requirements modified.

Representative Selcer moved the author’s H2681A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
