MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15 AM, March 7, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Mariani moved HF247 (Mariani) Integration revenue replacement advisory task force recommendations implemented, and integration revenue repurposed by establishing the "Achievement and Integration for Minnesota" program to increase student performance and equitable educational opportunities and prepare all students to be effective citizens.

Public testimony on HF247 was provided by West Metro Education Program (WMEP) Chairperson and Robbinsdale School Board Director Helen Bassett; Bob Erickson, Lakeville School Board Member; Peggy Flathmann, Superintendent of Fridley Public Schools; Dorothy Bialke, Superintendent of the Northwest Suburban Integration School District; Shana Olagbaju and Jim Grathwol of Minneapolis Public Schools spoke in support of the bill; and Michele Walker, Chief of Staff of Saint Paul Public Schools spoke in support of the bill.

House Researcher Tim Strom explained a printout related to estimated integration revenue for Fiscal Year 2014 based on HF247.

Members' questions and comments were addressed throughout the bill presentation. Minnesota Department of Education Assistant Commissioner Rose Hermodson spoke in response to Representative Erickson's questions.

Representative Erickson, S. moved the H0247A14 amendment. A roll call was requested. There were 8 yeas and 11 nays as follows:

Those who voted in the affirmative were: Erickson, S., Gruenhagen, Hertaus, McDonald, Myhra, Quam, Wills, Woodard.

Those who voted in the negative were: Marquart, Anzelc, Bernardy, Brynaert, Davnie, Mariani, Moran, Morgan, Newton, Radinovich, Selcer.

THE MOTION FAILED AND THE AMENDMENT WAS NOT ADOPTED.

Representative Erickson, S. moved the H0247A17 amendment. THE MOTION FAILED AND THE AMENDMENT WAS NOT ADOPTED.

CHAIR MARQUART LAID OVER HF247 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

Representative Myhra moved the minutes of March 5th and March 6th, 2013 be approved.
THE MOTION PREVAILED.

With Representative Wills as acting Chair, Representative Marquart moved HF895 (Marquart) Referendum equalization revenue calculation obsolete language removed.

Members' questions and comments were addressed throughout the bill presentation.

Representative Marquart renewed his motion that HF895 be passed and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

The meeting was adjourned at 9:45AM.
