MINUTES

Representative Mullery, Chair of Committee on Early Childhood and Youth Development Policy, called the meeting to order at 6:02PM, Thursday, March 14, 2013 in Room 300 South of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Winkler moved that HF1058 be recommended to pass and be rereferred to the committee on Education Finance.

Rep. Winkler moved to amend HF1058 (See attached amendment H1058A7). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Winkler presented HF1058 (Winkler), as amended, Early learning scholarship program established, access to quality early learning and care expanded, and money appropriated.

Rep. Franson moved to amend HF1058, as amended (See attached amendment H1058A1). THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Rep. Franson moved to amend HF1058, as amended (See attached amendment H1058A2). THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Rep. Myhra moved to amend HF1058, as amended (See attached amendment H1058A8). THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Rep Winkler renewed and amended his motion to recommend HF1058, as amended, be passed and rereferred to the committee on Civil Law. THE MOTION PREVAILED.

Representative Clark presented HF1192 (Clark), Autism service option notification required for medical assistance and MinnesotaCare recipients, medical assistance required to cover specified services for the treatment of autism, commissioner of health required to research and report on autism, and commissioners of health and human services required to train autism service providers.

Representative Moran moved to amend HF1192 (See attached amendment A13-0285). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Moran moved to amend HF1192 (See attached amendment H1192A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Moran renewed her motion to recommend HF1192, as amended, be passed and rereferred to the committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Abler presented HF1239 (Abler), as amended, Licensing data, human services licensing, child care programs, financial fraud and abuse investigations, vendors of chemical dependency treatment services, background studies, and fair hearings provisions modified; and NETStudy use required for background studies.

Representative Franson moved to amend HF1239 (see attached amendment H1239A3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
