MINUTES

Representative Mullery, Chair of Committee on Early Childhood and Youth Development Policy, called the meeting to order at 4:07 PM Wednesday, January 16, 2013 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Brynaert moved that the minutes from Tuesday, January 15, 2013 be adopted. THE MOTION PREVAILED.

Mary Regan, Executive Director of Minnesota Council of Child Caring Agencies, provided an overview of non-school-linked children's mental health services and residential treatment programs.

Dr. Abi Gewirtz provided an overview of how incidences of trauma impact child development and mental health, and discussed trauma-focused cognitive behavioral therapy.

Linda Hanson, Dakota County, provided an overview of the juvenile justice system and offered recommendations for improvement of mental illness services and prevention within the system.

Andrea Simonett, Program Director of Hope Street, provided an overview of the current status of youth homelessness and incidences of mental illness in that population.

Carter Denison and Clara Schultz, Minneapolis South High School Students, provided an overview of the Silver Ribbon Campaign at their school. They presented a video of student participant interviews.

Suzette Scheele provided an overview of her experiences raising a child with a mental illness.

Greg Michael and Maja Swedberg provided an overview of their experience as adolescents living with mental illness.

Sue Abderholden, Glenace Edwall, Deborah Saxhaug, and Mary Regan concluded presentations by discussing needed changes in the mental health system as it is implemented to meet the needs of children in the state of Minnesota.

The meeting was adjourned at 5:38 PM.
