Representative Holberg, Chair of the Ways and Means Committee, called the meeting to order at 8:00 A.M. on April 18, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF1918 (Dean): State health care programs restructuring and reform plan in the event of federal changes to the Medicaid program required to be submitted by the commissioner of human services to the legislature.

Representative Hamilton moved to approve the minutes from the committee meeting on April 16, 2012. THE MOTION PREVAILED.

Representative Holberg moved HF 1918 for consideration by the committee.

Representative Holberg laid HF 1918 on the table.

HF462 (Norton): Nurse Licensure Compact, appointments provided, and money appropriated.

Representative Davids moved HF 462 be recommended to pass and be placed on the General Register.

Representative Davids moved the H0462A1 Amendment.

Representative Davids moved to orally amend the H0462A1 Amendment as follows:

Page 1, line 5, delete "The base level funding is $6,000 each year." and insert "The state government special revenue fund base appropriation is increased by $6,000 in fiscal years 2014 and 2015."

THE MOTION PREVAILED. THE ORAL AMENDMENT WAS ADOPTED.

Representative Davids moved the H0462A1 Amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Davids renewed his motion that HF 462, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF2136 (Sanders): Electronic insurance identification cards provided for, salvage titles regulated, and motor vehicle damage disclosure modified.

Representative Holberg moved HF 2136 be recommended to pass and be placed on the General Register.

HF2555 (Kiffmeyer): Sunset review changes implemented; agency requirements changed; posting required for felony or gross misdemeanor and malpractice settlements or judgments; regulated practitioner information required; fund transfer prohibited; financial audit required; fees set; Combative Sports Commission abolished and duties transferred, Combative Sports Advisory Council established; Minnesota Board of Medical Practice review required; health-related licensing board provisions changed; and money appropriated.

Representative Kiffmeyer moved HF 2555 for consideration by the committee.

Representative Beard moved HF 2169, as amended, for consideration by the committee.
