MINUTES

Representative Holberg, Chair of the Ways and Means Committee, called the meeting to order at 6:00 P.M. on March 13, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hornstein moved to approve the minutes from the committee meeting on March 5, 2012. THE MOTION PREVAILED.

HF2738 (Kiffmeyer): Voters required to present photographic identification, photographic identification provided to voters at no charge, equal verification standards required for all voters, and constitutional amendment proposed.

Representative Kiffmeyer moved HF 2738 be recommended to pass and re-referred to the Committee on Rules.

Representative Kiffmeyer moved the H2738A2 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kiffmeyer moved the H2738A5 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Downey assumed the gavel at 6:26 P.M.

Representative Holberg assumed the gavel at 6:27 P.M.

Representative Holberg called a recess of the meeting at 6:47 P.M.

Representative Holberg re-convened the meeting at 7:00 P.M.

Representative Kiffmeyer renewed her motion that HF 2738, as amended, be recommended to pass and re-referred to the Committee on Rules.

Representative Carlson requested a roll call vote.

The following twelve members voted Nay:
CARLSON, BRYNAERT, CHAMPION, EKEN, GREILING, HORNSTEIN, KAHN, LENCZEWSKI, PELOWSKI, RUKAVINA, SLAWIK, WAGENIUS

The following eighteen members voted Yea:

On a vote of 18 yeas and 12 nays, THE MOTION PREVAILED.

HF2087 (LeMieur): State Building Code and apprenticeship training changes made.

Representative Holberg moved HF 2087 be recommended to pass and be placed on the General Register.

Representative Buesgens moved to orally amend HF 2087 as follows:

Page 2, line 30, delete "journeymen" and insert "journeyworkers"

THE MOTION PREVAILED. THE ORAL AMENDMENT WAS ADOPTED.

Representative Holberg renewed her motion that HF 2087, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF2083 (Garofalo): Education provisions modified and funding provided for early, adult, and kindergarten through grade 12 including general education, education excellence, special programs, facilities and technology, nutrition and accounting, libraries, and prevention; education forecast adjustments provided, and money appropriated.

Representative Garofalo moved HF 2083 be recommended to pass and be placed on the General Register.

Representative Garofalo moved the H2083A17 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Carlson moved the H2083A22 Amendment and requested a roll call vote.

The following sixteen members voted Nay:
HOLBERG, DOWNEY, ABELER, ANDERSON, B., ANDERSON, S., BEARD, BUESGENS, DAVIDS, GAROFALO, GOTTWALT, GUNTHER, HOWES, MCNAMARA, NORNES, PELOWSKI, WESTROM

The following nine members voted Yea:
CARLSON, BRYNAERT, CHAMPION, EKEN, GREILING, HORNSTEIN, LENCZEWSKI, SLAWIK, WAGENIUS
Not present:
KAHN, KIFFMEYER, LANNING, RUKAVINA, SMITH

On a vote of 9 yeas and 16 nays, THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Representative Garofalo renewed his motion that HF 2083, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF2244 (O'Driscoll): Permanent School Fund Advisory Committee changed into a legislative commission; permanent school fund board established; and authority granted to employ a director to oversee, manage, and administer school trust lands.

Representative Downey moved HF 2244 be recommended to pass and be placed on the General Register.

Representative Downey assumed the gavel at 7:27 P.M.

Representative Downey renewed his motion that HF 2244, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.
