MINUTES

Representative Beard, Chair of the Transportation Policy and Finance Committee, called the meeting to order at 12:35 P.M. on Wednesday, February 29, 2012, in the Basement of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Shimanski moved that the minutes from the committee meeting on February 27, 2012, be approved. THE MOTION PREVAILED.

HF2187 (Vogel) Vehicle title bond and title issuance requirements clarified.

Representative Vogel moved HF2187 and recommended it to pass and be re-referred to the General Register.

Representative Vogel moved the H2187DE2 amendment.

Representative Vogel presented the H2187DE2 amendment.

Testifier: Jacob Millner, MN Auto Dealers Association.

Representative Vogel moved to incorporate the H2187DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Vogel presented HF2187, as amended.

Representative Vogel renewed his motion that HF2187 be recommended to pass, as amended, and re-referred to the General Register. THE MOTION PREVAILED.

HF2378 (Vogel) Design-build projects approved under pilot program completion authorized.

Representative Vogel moved HF2378 and recommended it to pass and be re-referred to the General Register.

Representative Vogel moved the A12-0689 amendment.

Representative Vogel moved to incorporate the A12-0689 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Vogel presented HF2378, as amended.

Testifiers: Doug Fischer, Anoka County Engineer,
Anne Finn, League of MN Cities, and
Tom Hannasch, Design Build Institute of America.

HF2378 was laid over, as amended.

HF2136 (Sanders) Motor vehicle salvage titles regulated, and motor vehicle damage disclosure modified.

Representative Sanders moved HF2136 and recommended it to pass and be re-referred to the Committee on Commerce and Regulatory Reform.

Representative Sanders moved the H2136DE1 amendment.

Representative Sanders modified the H2136DE1 amendment as follows:
Page 1, line 8, before the period insert ", that is not a late-model vehicle"

Representative Sanders moved to incorporate the H2136DE1 amendment, as modified. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Sanders presented HF2136, as amended.

Representative Sanders renewed his motion that HF2136 be recommended to pass, as amended, and re-referred to the Committee on Commerce and Regulatory Reform. THE MOTION PREVAILED.

HF2323 (Hortman) Child passenger restraint systems provisions modified to qualify for federal money, and commissioner of public safety authorized to accept federal money.

Representative Nelson moved HF2323.

HF2272 (Hornstein) Passenger rail commissioner's duties modified.

Representative Murdock assumed the gavel at 1:35 P.M.

HF2428 (Beard) Freight railroad operation-related economic development study and report to the legislature by commissioners of transportation and economic development directed.

Representative Beard moved HF2428.

Representative Beard moved the H2428DE1 amendment.

Representative Beard moved to incorporate the H2428DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Beard moved the H2428A1 amendment.

Representative Beard moved to incorporate the H2428A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Beard presented HF2428, as amended.
