TRANSPORTATION POLICY AND FINANCE

MINUTES

Representative Beard, Chair of the Transportation Policy and Finance Committee, called the meeting to order at 12:35 P.M. on Monday, January 30th, 2012, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

No members were excused.

A quorum was present.

Representative Champion moved that the minutes from the committee meeting on May 2, 2011, be approved. THE MOTION PREVAILED.

HF 730 (Mazerol) Fairness for Responsible Drivers Act established, remedies of uninsured motorists limited, and amount of criminal fines increased.

Representative Vogel moved that HF 730 be recommended to pass and re-referred to the Committee on Civil Law.

Representative Vogel moved the H730A1 amendment.

Representative Vogel moved to incorporate the H730A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Mazerol presented HF 730, as amended.

Testifiers: Bob Johnson, Insurance Federation of Minnesota, and
Joel Carlson, Minnesota Association for Justice.

Representative Morrow moved the H730A2 amendment.

Representative Morrow moved to incorporate the H730A2 amendment.

Representative Morrow requested a roll call vote.

The results were as follows:

Voting AYE:

HORNSTEIN, CHAMPION, EKEN, GAUTHIER, HAUSMAN, MORROW, NELSON.

Voting NAY:

BEARD, MURDOCK, BENSON, BUESGENS, KIEL, LEIDIGER, MURRAY, SANDERS, SHIMANSKI, VOGEL.

THERE BEING 7 AYES AND 10 NAYS THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Chair Beard moved and oral amendment to HF 720, as amended, as follows:
Page 1, line 1.15 reinstate stricken language, "$200." THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Vogel renewed his motion that HF 730 be recommended to pass, as amended, and re-referred to the committee on Civil Law.

Representative Hornstein requested a roll-call vote.
