MINUTES

Representative Lanning, Chair of the State Government Finance Committee, called the meeting to order at 8:18 a.m. on March 23, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Margaret Kelly, State Budget Director for Minnesota Management and Budget testified on the Omnibus bill.

Jeff Spartz, Association of Minnesota Counties testified on the county audit policy in the Omnibus bill.

Spencer Cronk, Commissioner of the Department of Administration testified on department appropriations in the Omnibus bill.

Office of Enterprise Technology (OET) Commissioner Carolyn Parnell and Chris Buse, Chief Information Security Officer at OET testified on the Omnibus bill.

Matt Massman, Assistant Commissioner for Tax Policy; Terri Steenblock, Assistant Commissioner for Individual Taxes; and Greg Tschida Assistant Chief Information Officer for the Department of Revenue testified on appropriations and tax analytics policy in the Omnibus bill.

Lucinda Winter, Executive Director of the Minnesota Film and Television Board testified on snowbate funding in the Omnibus.

Representative Lillie moved that the minutes from the committee meetings on March 17, 2011, and March 22, 2011, be approved. THE MOTION PREVAILED.

Kao Ly Ilean Her, Council on Asian Pacific Minnesotans testified on appropriations for the Council in the Omnibus bill.

Dr. Eric Jolly, President of the Science Museum of Minnesota testified on appropriations for the Museum in the Omnibus bill.

Larry Redmond, Lobbyist for Minnesota Citizens for the Arts testified on the appropriations for the Minnesota Arts Board in the Omnibus bill.

David O'Fallon, President of the Minnesota Humanities Center testified on the appropriations for the Humanities Center in the Omnibus bill.

Jennifer Schaubach, Legislative Director for the Minnesota AFL-CIO testified on the Omnibus bill.

Cristine Almeida, Lobbyist for Minnesota Public Radio (MPR) testified on the appropriations for MPR in the Omnibus bill.

Jean Lee, President of Children’s Hope International, R&R Family Centers, and the Asian-Pacific American Housing Consortium testified on services to veterans.

The meeting was adjourned at 11:30 a.m.
