PUBLIC SAFETY AND CRIME PREVENTION POLICY AND FINANCE COMMITTEE

MINUTES

Representative Cornish, Chair of the Public Safety and Crime Prevention Policy and Finance Committee, called the forty-sixth meeting to order at 10:14 a.m. on Tuesday, February 23, 2012, in Room 10 of the State Office Building.

A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Kriesel moved that the minutes of February 21, 2012, be approved. THE MOTION PREVAILED.

HF1945 (Gottwalt) Criminal neglect of vulnerable adult penalty modified.

Chairman Cornish moved that HF1945 be recommended to pass and re-referred to the Ways and Means Committee.

Representative Gauthier moved to orally amend HF1945: insert "," between "provisions" and "is" in Section 1, line 1.16; delete "due to" and insert "because of" in Section 1, line 2.32. THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF1945, as amended.

Chairman Cornish renewed his motion that HF1945, as amended, be recommended to pass and re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF2302 (Kriesel) Predatory offenders prohibited from serving as hotel or motel employees, and background check required.

Representative Kriesel moved that HF2302 be recommended to pass and re-referred to the Judiciary Policy and Finance Committee.

Representative Kriesel moved the H2302A1 amendment. THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF2302, as amended.

HF1774 (Kriesel) Fireworks manufacture, sale, and use regulated.

Representative Kriesel moved HF1774 be recommended to pass and re-referred to the Commerce and Regulatory Reform Committee.

Daniel Peart, Phantom Fireworks, testified on the A12-0626 amendment. Representative Kriesel moved the A12-0626 amendment. THE AMENDMENT WAS NOT ADOPTED.

Chairman Cornish moved the A12-0666 amendment. THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF1774, as amended.

HF2333 (Swedzinski) Motor fuel theft specifically included in the theft crime, and permissive inference created.

Chairman Cornish moved HF2333 be recommended to pass and re-referred to the Civil Law Committee.

The committee heard testimony on HF2333.
