PUBLIC SAFETY AND CRIME PREVENTION POLICY AND FINANCE COMMITTEE

MINUTES

Representative Cornish, Chair of the Public Safety and Crime Prevention Policy and Finance Committee, called the thirty-second meeting to order at 10:15 a.m. on Thursday, April 14, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Vice Chairman Woodard moved that the minutes of April 13, 2011, be approved. THE MOTION PREVAILED.

HF0977 (Cornish) State Patrol prohibited from closing or consolidating dispatch centers.

Chairman Cornish moved that HF0977 be recommended to pass and re-referred to the Transportation Policy and Finance Committee.

The committee heard testimony on HF0977.

Representative Gauthier moved to orally amend HF0977, Section 1.6: delete "may" and insert "shall". Representative Hilty moved that "shall" be replaced with "must". THE ORAL AMENDMENT WAS ADOPTED.

Colonel Mark Dunaski, Chief of the Minnesota State Patrol, concluded testimony on HF0977.

Chairman Cornish renewed his motion that HF0977 be recommended to pass and re-referred to the Transportation Policy and Finance Committee. THE MOTION PREVAILED.

Vice Chairman Woodard assumed the gavel at 11:03 a.m.

HF0956 (Cornish) Natural resource enforcement provisions modified.

Representative Cornish moved that HF0956 be recommended to pass and re-referred to the General Register.

Representative Cornish moved to orally amend HF0956, Section 2.16: insert "EFFECTIVE DATE. July 1, 2011." THE ORAL AMENDMENT WAS ADOPTED.

Representative Cornish renewed his motion that HF0956 be recommended to pass and re-referred to the General Register. THE MOTION PREVAILED.

HF1428 (Westrom) Emily's law established, and age of extended jurisdiction juvenile prosecution for violent offenses lowered.

Representative Nornes moved that HF1428 be recommended to pass and re-referred to the Judiciary Policy and Finance Committee.

Chairman Cornish announced that public testimony on HF1428 had concluded and the bill would be laid over until April 26 for questions and discussion by the committee members.

HF0522 (Drazkowski) Sheriffs authorized to determine appropriate staff level for county jail operation, and administrative rule establishing staffing requirement for jails repealed.

Chairman Cornish moved that HF0522 be laid over for possible inclusion in an omnibus bill.

The committee heard testimony on HF0522.
