MINUTES

Representative Gunther, Chair of the Jobs and Economic Development Finance Committee, called the meeting to order at 12:40 p.m. on March 20, 2012, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Mahoney approved the committee minutes of March 15th, 2012. THE MOTION PREVAILED.

HF2874 (Leidiger) Norwood Young America; Minnesota business development public infrastructure grant modified.

Representative Leidiger moved HF2874 before committee to pass and be re-referred to the General Register.

Representative Leidiger moved amendment H2874A1. THE AMENDMENT WAS ADOPTED.

Representative Leidiger discussed HF2874.

Testifying on behalf of HF2874 was Christie Rock, Economic Development Coordinator for Norwood Young America and Scott Marquardt, Economic Development Association of Minnesota, and Tom Dicklich, Legislative Director, for Minnesota Department of Employment and Economic Development.

Representative Leidiger renewed his motion that HF2874 pass, as amended, and be re-referred to the General Register.

Division requested by Representative Scalze.

Those voting in the affirmative were 6 and voting against were 6. THE MOTION DID NOT PREVAIL.

Vice Chair McFarlane assumed gavel at 1:25 p.m.

HF1787 (Gunther) Architecture, engineering, land surveying, landscape architecture, and interior design professional licensing provisions and fees modified.

Representative Gunther moved HF1787 before committee to pass and be re-referred to the Ways and Means Committee.


Representative Gunther discussed HF1787.

Testifying on behalf of HF1787 was Kristine Kubes for the Minnesota Board of Architects, Engineers and Landscaping, and Brian Malm, Minnesota Society of Professional Engineers, and Doreen Frost, Executive Director of AELSLAGID.

Representative Gunther renewed his motion that HF1787 pass and be re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

Presentation on Individual Placement and Support (IPS), supported employment for people with serious mental illnesses.

Testifying on behalf of this issue was Sue Abderholden, Executive Director for NAMI, Minnesota, Grace Tangjerd-Schmitt, for Guild, Inc., Claire Courtney, for Mn Department of Employment and Economic Development, Vocational Rehabilitation Services, Melinda Shamp for Mn Department of Human Services, Adult Mental Health Division, Rachael Hagstrom for Trans EM, Employment Specialist, Vanessa Pikop for Trans EM, Employment Specialist, and Russ Hall, Owner and Founder for Mr. Muscle Cleaning Services and Trans EM.
