HEALTH AND HUMAN SERVICES REFORM COMMITTEE

MINUTES

Representative Gottwalt, Chair, of the Health and Human Services Reform Committee, called the meeting to order at 2:31 P.M. on March 14, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Gottwalt began the meeting at 2:31 P.M. A quorum was not present.
Representative Gottwalt officially called the meeting to order at 2:34. A quorum was present.

HF1918 (Dean) State health care programs restructuring and reform plan in the event of federal changes to the Medicaid program required to be submitted by the commissioner of human services to the legislature.

Representative Gottwalt moved that HF1918 be recommended to pass and be re-referred to the Committee on Health and Human Services.

Representative Gottwalt renewed his motion that HF1918 be recommended to pass and be re-referred to the Committee on Health and Human Services. THE MOTION PREVAILED.

HF2340 (Holberg) Abortion facility licensure required.

Representative Gottwalt moved that HF2340 be recommended to pass and be re-referred to the Committee on Health and Human Services Finance.

On a vote of 14 AYES and 6 NAYS THE MOTION PREVAILED.

HF1972 (Davids) Dentists and dental hygienists licensed in another state temporary permit to practice without compensation provided.

Representative Gottwalt moved that HF1972 be recommended to pass and be re-referred to the Committee on Health and Human Services Finance.

Representative Gottwalt moved the A12-0732 amendment. THE AMENDMENT WAS ADOPTED.
Representative Gottwalt moved to orally amend the a12-0732 amendment by: P.2, L2.8 "delete" shall and "add" may, L.2.9 "delete" not, "insert", after fee, not to exceed $25.00. The fee may be paid by the applicant or the sponsoring organization. THE ORAL AMENDMENT WAS ADOPTED.

HF1492 (Lohmer) State Advisory Council on Mental Health member added.

Representative Lohmer moved that HF1492 be recommended to pass and be re-referred to the Committee on Government Operations.

Representative Lohmer moved to orally amend HF1492 by: P.1,L.2.8 "strike" 30 and "insert"
31. THE ORAL AMENDMENT WAS ADOPTED.

Representative Lohmer renewed her motion that HF1492 be recommended to pass, as amended, and be re-referred to the Committee on Government Operations. THE MOTION PREVAILED.

HF926 (Gottwalt) Health coverage mandate evaluation provisions changed.

Representative Gottwalt moved to re-refer HF926 to the committee on Health & Human Services Finance. THE MOTION PREVAILED.

The committee was recessed at 4:17 P.M.

The committee was re-convened at 6:52 P.M. by Representative Norton.

HF2379 (Gottwalt) Licensing moratorium exception provided for adult foster care homes, and certification requirements established.

Representative Gottwlalt moved that HF2379 be recommended to pass and be sent to

Representative Gottwalt moved the H2237A1 admement with the following oral amendments; L.1.10 "add" after (b). This certification is voluntary for license holders,. "delete" L.2.4. THE AMENDMENT AS ORALLY AMENDMENT WAS ADOPTED.

Representative Gottwalt renewed his motion that HF2371, as amended, be recommended to pass and be sent to the Committee on Health & Human Services Finance. THE MOTION PREVAILED.

HF2041 (Abeler) Dental licensing provision changes made.

Representative Liebling moved that HF2041 be recommended to pass and be re-referred to the Committee on Public Safety.

Representative Liebling offered the following oral amendment: ‘strike" L.6.5 thru L.8.6. THE ORAL AMENDMENT WAS ADOPTED.
