MINUTES

Representative Abeler, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:34 P.M. on February 29, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Abeler called the meeting to order at 12:34 P.M.

A quorum was present.

Representative Hamilton moved that the minutes from the committee meeting on February 28, 2012, be approved. THE MOTION PREVAILED.

HF2253 (Lohmer) Out-of-state residential mental health treatment allowed for children who are deaf, deafblind, or hard of hearing and who use American Sign Language as their first language.

Representative Lohmer moved that HF2253 be recommended to pass and sent to the General Register.

Representative Lohmer, Sheena Gasner, Social Worker, and Dr. Rebecca Goffman, Psychologist, Volunteers of America, Mary Hartnett, Commission for the Deaf, Deaf Blind and Hard of Hearing testified on HF2253.

Representative Lohmer renewed her motion that HF2253 be recommended to pass, and sent to the General Register. THE MOTION PREVAILED.

HF2331 (Slawik) Children absent days limit exception provided.

Representative Slawik moved that HF2331 be recommended to pass and held over for possible inclusion in the omnibus bill.

Representative Slawik, Deborah Bennett, Anoka Hennepin School District C.A.P.E. Childcare Center, Lea Dahl, Intermediate School District #287, Ruth Krueger, Director, Employment and Economic Assistance, Dakota County, Kimberly Osborn, Program Director, Northside Child Development Center, Alexandra C. Fitzsimmons, Legislative Affairs & Advocacy Director, Children's Defense Fund-Minnesota, and Mary C. Nienow, Executive Director, Child Care WORKS, Dawn Van Ryn, Childcare Assistance, DHS, testified on HF2331.

Chair Abeler held HF2331 over for possible inclusion in the omnibus bill.

HF2440 (Murphy) Sexual violence prevention demonstration grants money appropriated.

Representative Murphy moved that HF2440 be recommended to pass and held over for possible inclusion in the omnibus bill.

Representative Murphy, Donna Dunn, Executive Director, MNCASA, testified on HF2440.

Chair Abeler held HF2440 over for possible inclusion in the omnibus bill.

HF2423 (Hamilton) ICF/DD care contingent rate reductions repealed.

Representative Hamilton moved that HF2423 be recommended to pass and held over for possible inclusion in the omnibus bill.

Representative Hamilton, Lynne Megan, Minnesota Habilitation Coalition, Jay Jones, Minnesota HomeCare Association, Bruce Nelson, ARRM, Kari Thurlow, Aging Services of MN, Heidi Holste, Care Providers of MN, and David Godfrey, State Medicaid Director, DHS, testified on HF2423.

Chair Abeler held HF2423 over for possible inclusion in the omnibus bill.

The meeting was adjourned at 2:14 P.M.
