GOVERNMENT OPERATIONS AND ELECTIONS COMMITTEE

MINUTES

Representative Peppin, Chair of the Government Operations and Elections Committee, called the forty first meeting to order at 10:18 a.m. on Tuesday, January 31, 2012, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

Representative Downey presented HF0560.

A quorum was present at 10:21 a.m.

Representative Nelson moved that the minutes of January 26, 2012, be approved. THE MOTION PREVAILED.

HF0560 (Downey) Government agency energy forward pricing mechanisms provisions modified.

Chair Peppin moved that HF0560 be recommended to pass and re-referred to the State Government Finance Committee.

Chair Peppin moved the H0560A2 amendment. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF0560, as amended.

Chair Peppin renewed her motion that HF0560, as amended, be recommended to pass and re-referred to the State Government Finance Committee. THE MOTION PREVAILED.

HF1831 (Wardlow) Legislative review of rules provided for sunset and legislative approval of existing rules.

Chair Peppin moved that HF1831 be recommended to pass and re-referred to the Commerce and Regulatory Reform Committee.

Chair Peppin moved the H1831A1 amendment. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF1831, as amended.

Representative Sanders moved to orally amend HF1831 as follows:
Page 6, line 30, delete everything after the period.
Page 6, delete line 31 thru line 36.
Page 7, delete line 1.
Page 7, line 2, delete "shall be in order".
Page 7, line 5, delete everything after the period
Page 7, delete lines 6-13.
THE MOTION PREVAILED, AND THE ORAL AMENDMENT WAS ADOPTED.
Representative Winkler moved that HF1381 be laid over and requested a roll call vote.

The following members voted nay:

Chair Pepin renewed her motion that HF1831, as amended, be recommended to pass and re-referred to the Commerce and Regulatory Reform Committee. Representative Nelson requested a roll call vote.
