GOVERNMENT OPERATIONS AND ELECTIONS

MINUTES

Representative Peppin Chair of the Government Operations and Elections Committee, called the meeting to order at 10:15 a.m. on Thursday, March 10, 2011 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

No members were excused.

A quorum was present.

Representative McFarlane moved approval of the minutes from March 8 and March 9, 2011. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

H.F. 418 (Downey) Back Office Consolidation Act proposed; accounting, financial reporting, procurement, fleet services, human resources, and payroll functions centralized in the Dept. of Admin.

Representative Murray moved that H.F. 418 be recommended to pass and re-referred to the State Government Finance Committee.

Representative McFarlane moved the following amendment to H.F. 418:
Page 1, Line 16, replace "must" with "may"
THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

Representative Murray renewed his motion that H.F. 418 be recommended to pass, as amended, and re-referred to the State Government Finance Committee. THE MOTION PREVAILED, AND H.F. 418 WAS RECOMMENDED TO PASS, AS AMENDED, AND RE-REFERRED TO STATE GOVERNMENT FINANCE.

H.F. 419 (Downey) Executive branch departments number reduced.

Chair Peppin moved that H.F. 419 be recommended to pass, and re-referred to the State Government Finance Committee.

Chair Peppin moved the H0419A2 amendment to H.F. 419. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

H.F. 978 (Sanders) Election administration and districting procedures modified.

Representative Sanders moved that H.F. 978 be recommended to pass and re-referred to the Redistricting Committee.

Representative Sanders moved the H0978A1 amendment to H.F. 978. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Sanders moved the following amendment to H.F. 978:
Page 2, Line 17, reinstate the word "two".
THE MOTION WAS WITHDRAWN.

Representative Sanders renewed his motion that H.F. 978 be recommended to pass, as amended, and re-referred to the Redistricting Committee. THE MOTION PREVAILED AND H.F. 978 WAS RECOMMENDED TO PASS, AS AMENDED, AND RE-REFERRED TO THE REDISTRICTING COMMITTEE.
