MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the thirty-sixth meeting to order at 8:23 a.m. on April 5, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:23 a.m.

HF 984 (Hackbarth) Game and fish; aquaculture provisions modified; compensation and assistance provisions for crop damage by elk modified; fish and wildlife management plan requirements modified; taking, possessing, and transporting wild animal provisions modified; acquisition procedures modified; penalty and license provisions modified; invasive species control provisions modified; and landowner liability for state walk-in access program limited.

Rep. Hackbarth moved the A11-0257 amendment. The motion prevailed. The amendment was adopted.

Rep. Hackbarth moved the A11-0252 amendment. The motion prevailed. The amendment was adopted.

Rep. Hackbarth moved the A11-0253 amendment. The motion prevailed. The amendment was adopted.

Rep. Torkelson assumed the gavel at 9:09 a.m.

Rep. McNamara assumed the gavel at 9:14 a.m.

Rep. Dill moved the A11-0262 amendment. The motion prevailed. The amendment was adopted.

Rep. Hansen moved to orally amend H.F. 984 as follows:

Page 11, line 6, after "rules" insert a comma and after "seasons" insert a comma.

The motion prevailed. The amendment was adopted.

Rep. Torkelson assumed the gavel at 9:35 a.m.

Rep. McNamara assumed the gavel at 9:42 a.m.

Ed Boggess and Dirk Peterson, MN Department of Natural Resources testified on H.F. 984.

Rep. Hackbarth moved the A11-0271 amendment. The motion prevailed. The amendment was adopted.

Rep. Hackbarth moved the H0984A2 amendment. The motion prevailed. The amendment was adopted.

Rep. Falk moved to orally amend H.F. 984 as follows:

Pg 19, line 11, delete "and the Board of Water and Soil Resources"
Pg 24, line 34 delete "or beaver". And
Pg 25, line 2 delete "or beaver (castor Canadensis)"

The motion prevailed. The amendment was adopted.

Rep. Hackbarth renewed his motion that H.F. 984, as amended, be passed and re-referred to the committee on Government Operations and Elections.

On a vote of 10 AYES and 4 NAYS THE MOTION PREVAILED. H.F. 984, as amended, was passed and re-referred to the Committee on Government Operations and Elections.

Rep. Quam moved that the minutes from the committee meeting on March 31 be adopted. The motion prevailed.

The meeting was adjourned at 10:07 a.m.
