MINUTES
A quorum was present and Representative Erickson, Chair of the Education Reform Committee, called the meeting to order at 8:17 AM on February 21, 2011, in the Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Myhra moved that the minutes from the committee meeting on February 14, 2011, be approved. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.
Representative Kath moved that the minutes from the committee meeting on February 16, 2011, be approved. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.
HF 2180 (Garofalo) Federal adequate yearly progress measurements specified, and lowest performing elementary and high schools required to submit to a turnaround strategy.
Chair Erickson moved that HF 2180 be recommended to pass and referred to the Committee on Education Finance. Representative Garofalo presented the bill and stood for questions. Lisa Larson, House of Representatives researcher, explained legislative changes and history of the bill.
The committee heard testimony on the bill.

Representative Doepke assumed the gavel at 8:52 AM.
Chair Erickson moved that SF 946 be recommended to pass and referred to the Committee on Education Finance. Chair Erickson moved the
S0946DE5 amendment and explained the bill.
The following technical amendment was incorporated into the S0946DE5 amendment:
Page 1, line 1.5, delete "four" and insert "five" in its place
The author incorporated the amendment.
Chair Erickson renewed the motion for S0946DE5, as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
The committee heard testimony on the bill.
