MINUTES

Representative Erickson, Chair of the Education Reform Committee, began the informational meeting at 9:00 AM on April 8, 2011, in Hearing Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF905 (Hamilton) Youth athletes with concussions resulting from participation in youth athletic activities policies established.

Representative Hamilton presented the bill and stood for questions.

The committee heard testimony on the bill.

A quorum was present and Representative Erickson, Chair of the Education Reform Committee, called the meeting to order at 9:35 AM on April 8, 2011, in Room 10 of the State Office Building.

Representative Myhra moved that the minutes from the committee meeting on April 7, 2011, be approved. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

Chair Erickson moved that HF905 be recommended to pass and re-referred to the Committee on Health and Human Services Reform. Chair Erickson moved the H0905DE2-1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

The committee heard testimony on the bill.

Chair Erickson moved to orally amend H0905DE2-1 as follows:

Page 2, Line 28, Delete "licensed"

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

The committee heard testimony on the bill.

Brent Millikin, President, Minnesota Athletic Trainers’ Association

All the testifiers stood for questions.

Chair Erickson renewed the motion that HF905, as amended, be recommended to pass and re-referred to the Committee on Health and Human Services Reform. THE MOTION PREVAILED.

HF 1092 (Buesgens) Qualified individuals receiving a retirement annuity allowed to serve as a coach during a sports season.

Chair Erickson moved that HF 1092 be recommended to pass and sent to the general register. Chair Erickson moved the H1092DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Buesgens presented the bill and stood for questions.

Chair Erickson renewed the motion that HF1092, as amended, be recommended to pass and sent to the general register. THE MOTION PREVAILED.

Representative Doepke assumed the gavel at 10:20 AM.

HF 575 (Erickson) Probationary teacher and principal status governing requirements clarified.

Representative Erickson moved that HF575 be recommended to pass and be sent to the general register. Chair Erickson moved the H0575DE1-4 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Erickson presented the bill and stood for questions.

The committee heard testimony on the bill.

Representative Erickson moved to orally amend H0575DE1-4 as follows:

Page 3, Lines 9-10, Add a period after "director" and Delete "and who, in the superintendent’s judgment, provide essential leadership in delivering instruction."
Page 7, Lines 8-9, Add a comma after "program" and Delete "and who, in the superintendent’s judgment, provide essential leadership in delivering curriculum,"

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Erickson moved to lay the bill over.

The committee was adjourned at 11:00 AM.
