CAPTIAL INVESTMENT COMMITTEE

MINUTES

Representative Howes, Chair of the Capital Investment Committee, called the meeting to order at 2:37 PM on March 15, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Myhra moved to approve the minutes from January 23rd, 2011. MOTION PREVAILED.

HF 1104 (Howes) Appropriations canceled, and corresponding bond sale authorization reduced.

Representative Howes moved that HF1104, be passed and re-referred to the Committee on Ways and Means.

Representative Howes moved the DE-1 AMENDMENT. MOTION PREVAILED.


"Testifying on HF 1104; amended", Angus Vaughan, MN Planetarium President; Nathan Laible, MN Planetarium Board Chair; Steve Borchardt, Former Olmsted County Sheriff; Dave Mueller, Olmsted County Sheriff; Mark Darnell, Olmsted County Chief Deputy; Paul Wilson, Olmsted County Board Chair; Bernie Arseneau, Minnesota Department of Transportation Deputy Commissioner; Brad Green, City of Detroit Lakes Director of Public Works; Johnathan Smith, City of Frazee Administrator; Dick Olson, citizen; Representative David Dill; Bob Manzoline, Saint Louis and Lake Counties Regional Railroad Authority Executive Director.

Representative Hansen moved to orally amend HF 1104, by: delete "subdivision 30" and requested a roll call vote.

The results were as follows:

Voting AYES were Representatives Carlson, Clark, Hansen, Hausman, Hayden, Melin, Rukavina, Scalze, Ward;

Voting NAY were Representatives Howes, Scott, Banaian, Bills, Drazkowski, Fabian, Hackbarth, Kriesel, Lanning, Myhra, Nornes, Swedzinski.

On a vote of 9 Ayes and 12 Nays THE AMENDMENT WAS NOT ADOPTED.

Representative Hansen moved to orally amend HF1104, subdivision 26 as follows: delete "subdivision 26" and requested a roll call vote.

The results were as followed:

Voting AYES were Representatives Carlson, Clark, Hansen, Hausman, Hayden, Melin, Rukavina, Scalze, Ward;

Voting NAYS were Representatives Howes, Scott, Banaian, Bills, Drazkowski, Fabian, Hackbarth, Kriesel, Lanning, Myhra, Nornes, Swedzinski.

On a vote of 9 Ayes and 12 Nays the amendment was not adopted.

Representative Howes renewed his motion that HF1104, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.


Meeting was adjourned at 4:04 PM.
