Representative Carlos Mariani, Chair of the K-12 Education Policy & Oversight Committee, unofficially called the forty-seventh meeting to order at 8:31 AM on Wednesday, March 3, 2010 in the Basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll:

HF 2106 (Bly) - A bill for an act relating to education; establishing a five-year pilot program allowing alternative learning centers and charter schools to identify systemic improvement measures to best serve eligible students; appropriating money.

Rep. Bly presented HF 2106, and the H2106DE1 amendment.

Chair Mariani officially called the hearing to order at 8:35 AM. A quorum was present.

Chair Mariani moved that HF 2106 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division

Chair Mariani moved H2106DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Questions and discussion followed.

Rep. Brynaert moved the following oral amendment to HF 2601, as amended, as follows:

Page 2, Line 34, after "who" insert "are"
Page 2, Line 45, delete "academic" and insert "relative"

Testifying to HF 2106, as amended, was:

Chair Mariani renewed his motion that HF 2106, as amended, be recommended to pass, and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.

HF 3157 (Mahoney) – A bill for an act relating to children; modifying parent notification of child maltreatment in a school facility; requiring a mental health assessment of teachers disciplined for child maltreatment; revoking the teaching license of repeat child maltreatment offenders; requiring a district policy for education employees about mandatory child maltreatment reporting; amending Minnesota Statutes 2008, sections 122A.20, subdivision 1; 122A.40, by adding a subdivision; 122A.41, by adding a subdivision; 626.556, subdivisions 7, 10d; proposing coding for new law in Minnesota Statutes, chapter 123B.

Rep. Abeler moved that HF 3157 be recommended to pass and referred to the Committee on Health and Human Services Policy and Oversight.

Rep. Abeler moved the H3157A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Abeler moved the H3157A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Ms. Amy Roberts, Director of Compliance and Assistance, Minnesota Department of Education, testified as to current law regarding mandatory reporting procedures.

Rep. Abeler renewed his motion that HF 3157, as amended, be recommended to pass, and referred to the Committee on Health and Human Services Policy and Oversight. THE MOTION PREVAILED.

Rep. Kath moved that the minutes of March 2, 2010 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Due to time constraints, HF 2986 will be heard at a future hearing.

Rep. Benson recommended that members read the article "Scholar’s School Reform U-Turn Shakes Up Debate" New York Times, March 3, 2010.

The hearing was adjourned at 10:00 AM.
