MINUTES



Representative Carlos Mariani, Chair of the K-12 Education Policy & Oversight Committee, unofficially called the seventeenth meeting to order at 8:33 AM on Tuesday, February 24, 2009 in the basement hearing room of the State Office Building.

A quorum was not present.

HF106 (Swails) - A bill for an act relating to education; establishing a P-20 education partnership; proposing coding for new law in Minnesota Statues, chapter 127A.

Rep. Swails presented HF106.

Chair Mariani officially called the hearing to order at 8:45 AM. A quorum was present.

Rep. Demmer moved the minutes of February 18, 2009 and February 19, 2009. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Rep. Swails moved that HF106 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the Early Childhood Finance and Policy Division.

Ms. Cyndi Crist, Minnesota State Colleges and Universities, clarified a provision of HF106.

Questions and discussion followed.

Dr. Beth Aune, Director of Academic Standards P-16 initiative, Minnesota Department of Education, testified against HF106.

Rep. Swails renewed her motion that HF106 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the Early Childhood Finance and Policy Division. THE MOTION PREVAILED.

HF679 (Peterson) – A bill for an act relating to education; requiring schools to notify the parent of a student who bullies another student; amending Minnesota Statutes 2008, section 121A.0695.

Rep. Peterson moved that HF679 be recommended to pass.

Peterson moved the H0679A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Mr. David St. Germain, teacher, testified on behalf of HF679, as amended.

Mr. John Millerhagen, Principal of Washburn Elementary school and president-elect of Minnesota Elementary School Principals Association (MESPA), Dr. P. Fred Storti, Executive Director of MESPA, and Mr. Kirk Schneidawind, Minnesota School Board Association, testified against HF679, as amended.

Ms. Jan Alswager, Education Minnesota, testified on behalf of HF679, as amended.
Chair Mariani laid over HF679 for possible inclusion in the K-12 Education Policy & Oversight Policy Omnibus bill.
