MINUTES


Representative Carlos Mariani, Chair of the K-12 Education Policy & Oversight Committee, unofficially called the twenty-fourth meeting to order at 8:34 AM on Wednesday, March 11, 2009 in the basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll:

Rep. Kath assumed the gavel at 8:35 AM.

HF501(Mariani)—A bill for an act relating to education; creating an alternative means of graduation for students; amending Minnesota Statutes 2008, section 120B.30, subdivision 1.
(Continued from the March 10, 2009 hearing)

Chair Kath resumed testimony on HF501, as amended.

Testifying against HF501, as amended, was:

Mr. Jim Bartholomew, Minnesota Business Partnership
Ms. Stacia Smith, Minnesota Chamber of Commerce

Chair Kath officially called the meeting to order at 8:55 AM.

Clarifying on the history of the GRAD test was:

Dr. Dirk Mattson, Director of Testing and Assessments, Minnesota Department of Education.

Questions and discussion followed.

Testifying on behalf of HF501, as amended, was:

Dr. Ralph Maves, Minnesota School Psychologists Association

Rep. Mariani renewed his motion that HF501, as amended, be passed, and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.

Rep. Mariani assumed the gavel at 9:25 AM.

HF466 (Carlson) - A bill for an act relating to education; establishing a State Board of Education; amending Minnesota Statutes 2008, section 120A.05, by adding a subdivision; proposing coding for new law in Minnesota Statutes, chapter 127A.

Chair Mariani moved that HF466 be recommended to pass.

Rep. Carlson presented HF466.

Questions and discussion followed.

Testifying against HF466 was:

Commissioner Alice Seagren, Minnesota Department of Education

Chair Mariani renewed his motion that HF466 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

The meeting was adjourned at 10:02 AM.
