MINUTES


Representative Carlos Mariani, Chair of the K-12 Education Policy & Oversight Committee, called the twentieth meeting to order at 8:36 AM on Tuesday, March 3, 2009 in the basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll:

A quorum was present.

Rep. Swails moved that the minutes of February 26, 2009 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Chair Mariani gave an overview of the day’s agenda, including his intention to recess the hearing at 10:00 and reconvene at 6:15 PM in room 10.

HF935 (Slocum) - A bill for an act relating to education; modifying charter school provisions; amending Minnesota Statutes 2008, sections 124D.10; 124D.11, subdivision 9.
(Resumed from the February 26, 2009 hearing)

Rep. Slocum continued to present HF935, as amended.

Ms. Lisa Larson, House Research, continued to present the provisions of HF935, as amended.

Questions and discussion followed.

Mr. Eugene Piccolo, Minnesota Association of Charter Schools, Deputy Commissioner Chas Anderson, Minnesota Department of Education, and Assistant Commissioner Morgan Brown answered questions posed by members.

Rep. Abeler moved the H0935A18 amendment.

Rep. Slocum presented the H0935A18 amendment.

Rep. Abeler withdrew the H0935A18 amendment, while technical changes were made.

Rep. Davnie moved the following oral amendment to HF935, as amended, as follows:

Page 13, Line 31 before the period, insert:

"and also must post the report on the charter school’s official website"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Davnie moved the H0935A8 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Abeler moved the H0935A9 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Peterson moved the H0935A15 amendment.

Questions and discussion followed.

Rep. Peterson renewed her motion that H0935A15 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Obermueller moved the H0935A4 amendment.

Questions and discussion followed.

Rep. Obermueller renewed his motion that the H0935A4 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Obermueller moved the H0935A5 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Rep. Slawik moved the H0935A3 amendment.

Questions and discussion followed.

Rep. Slawik renewed her motion that the H0935A3 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Mariani laid HF935 over until the next hearing.

The meeting was adjourned at 10:05 AM.
