MINUTES


Representative Jim Davnie, Chair of the Division, called the eleventh meeting to order at 10:37 A.M. on, March 20, 2009, in the 5 hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Davnie called the meeting to order at 10:37 A.M. A quorum was present.


Representative Davnie moved approval of HF1306 be recommended to pass and re-referred to the Commerce and Labor committee.

HF1306 (Hornstein) Cocoa bean shell mulch retail sale notice required.

Testimony was given by:
Terry Hall- constituent
Dr. Mike Murphy- University of MN Veterinarian (vet toxicologist)
Howard Goldman - Director of the MN Human Society

A Handout was given to division members:
"Lake Harriet Veterinary – February 26, 2009"

Representative Davnie moved approval of amendment A09-0199.
The amendment was adopted.

Representative Davnie renewed his motion that HF1306 be recommended to pass as amended and be re-referred to Commerce and Labor committee.
The motion prevailed.


Representative Davnie moved approval of HF1671 be recommended to pass and sent to the Commerce and Labor committee.

HF1671 (Carlson) Labor or employee organizations provisions modified.

Representative Davnie moved approval of amendment A09-0172.
The amendment was adopted.

Representative Davnie renewed his motion that HF1671 be recommended to pass as amended and be re-referred to Commerce and Labor committee.
The motion prevailed.


Representative Nelson moved approval of HF1767 be recommended to pass and re-referred to the Commerce and Labor committee.

HF1767 (Nelson) Unlicensed construction contractor and subcontractor registration required, fee imposed.

Handouts were given to division members:

Representative Nelson moved approval of amendment H1767A1.
The amendment was adopted.


Representative Nelson renewed his motion that HF1767 be recommended to pass as amended and be re-referred to Commerce and Labor committee.
The motion prevailed.


Representative Nelson moved approval of HF19 be recommended to pass and re-referred to the Commerce and Labor committee.

HF19 (Mullery) Postponement provided for property sales.


Representative Nelson moved approval of amendment H0019A1.
The amendment was adopted.


Representative Nelson renewed his motion that HF19 be recommended to pass as amended and be re-referred to Commerce and Labor committee.
The motion prevailed.


A recess was called at 11:37A.M.


The committee reconvened at 11:59A.M.



Representative Solberg moved adoption of the March 13, 2009 minutes.
THE MOTION PREVAILED.

Representative Simon moved adoption of the March 18, 2009 minutes.
THE MOTION PREVAILED.


Representative Davnie moved approval of HF626 be recommended to pass and re-referred to the Commerce and Labor committee.

HF626 (Bly) MFIP assistance extended, unemployment compensation modified, foreclosure provisions augmented, jobs creation program established, layoffs limited, and money appropriated.

Representative Davnie moved approval of amendment H0626A1.
The amendment was adopted.


Representative Davnie moved approval of amendment A09-0208.
The amendment was adopted.

A handout was given to division members:
"Foreclosed Housing Units with Children Enrolled in Minneapolis Public Schools,
Minneapolis, MN FY06-FY07"
