MINUTES


Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Tuesday, March 24, 2009, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of March 19, 2009, be approved. THE MOTION PREVAILED.

Chair Pelowski moved adoption of the Local Government Division Report for HF898 (Hornstein), First Committee Engrossment, a bill for an act relating to environment; adding greenhouse gas reduction goals and strategies to various state and metropolitan programs and plans; etc. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Chair Pelowski moved that HF898, First Committee Engrossment, be recommended to pass but without further recommendation to the Committee on K-12 Education Policy and Oversight. THE MOTION PREVAILED.

Chair Pelowski moved adoption of the Local Government Division Report for HF1182 (Bly), a bill for an act relating to eminent domain; repealing certain exemptions for public service corporations; etc. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Chair Pelowski moved that HF1182 be recommended to pass but without further recommendation to the Committee on Finance. THE MOTION PREVAILED.

Chair Pelowski moved adoption of the Local Government Division Report for HF519 (Nelson), First Committee Engrossment, a bill for an act relating to local government; regulating nonconforming lots in shoreland areas; etc. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Nelson moved that HF519, First Committee Engrossment, be recommended to pass and placed on the General Register.

Representative Nelson renewed the motion that HF519, First Committee Engrossment, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Chair Pelowski moved adoption of the Local Government Division Report for HF1238 (Dill), Second Committee Engrossment , a bill for an act relating to game and fish; modifying refund provisions; modifying publication requirements; modifying restrictions in migratory feeding and resting areas; etc. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Chair Pelowski moved that HF1238, Second Committee Engrossment, be recommended to pass and re-referred to the Committee on Public Safety Policy and Oversight.

HF898 (Hornstein) Greenhouse gas reduction goals and strategies added to various state and metropolitan programs and plans, goals establish for per capita reduction in vehicle miles traveled to reduce greenhouse gasses, and money transferred.
HF1182 (Bly) Public service corporation exemptions repealed.
HF519 (Nelson) Nonconforming lots in shoreland areas regulated.
HF297 (Hansen) Twin Cities metropolitan area regional dog park and matching grant program created, and money appropriated.
