MINUTES


Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Wednesday, February 4, 2009, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Scheduled for hearing: H. F. 101 (Kalin)

A bill for an act relating to the city of Taylors Falls; authorizing the city of Taylors Falls to establish and exercise border city development zone powers; etc.

Representative Kalin moved adoption of the Local Government Division report for HF101. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Kalin moved that HF101 be recommended to pass and re-referred to the Committee on Taxes.

Testifying on HF101:

Chris Eng, Executive Director, Chisago County HRA-EDA

Handouts were distributed to members of the committee - a letter from Governor Jim Doyle, State of Wisconsin, and a handout on tax comparisons.

Representative Kalin renewed his motion that HF101 be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Scheduled for hearing: H. F. 111 (Winkler)

A bill for an act relating to the State Board of Investment; requiring divestment from certain investments relating to Iran; requiring a report; etc.

Representative Winkler moved that HF111 be recommended to pass and placed on the General Register, with the provision that the Commission on Pensions and Retirement review the bill before final floor action.

Representative Winkler moved to amend HF111 (see attached H0111A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on HF111, as amended:

John Radsan, Professor, William Mitchell College of Law
Howard Bicker, Director, Minnesota State Board of Investment

Representative Winkler renewed the motion that HF111, as amended, be recommended to pass and placed on the General Register, with the provision that the Commission on Pensions and Retirement review the bill before final floor action. THE MOTION PREVAILED.

The meeting was adjourned at 9:31 A.M.
