MINUTES



Representative John Lesch, Chair of the Crime Victims & Criminal Records Division, started the fourth meeting at 8:33 am on Friday, February 27, 2009 in Room 5 of the State Office Building. A quorum was present and the meeting was called to order.

The Committee Legislative Assistant noted the roll.

Chair Lesch called for a motion to approve the minutes of January 30, 2009 and February 16, 2009.

Rep. Kath moved to approve the minutes of January 30, 2009.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.

Rep. Hilstrom moved to approve the minutes of February 16, 2009.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.

HF116 First Engrossment (Ward): Type III school bus driver qualifications modified.

Rep. Paymar moved that HF116, En.1 be recommended to pass and be returned to the Committee on Public Safety Policy & Oversight.

Rep. Ward presented HF116 En.1 and took questions from the committee.

The following individuals testified in support of HF116 En. 1

THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF551 (Kalin): Predatory offender risk-level assessment process amended, penalties increased, and training required regarding predatory offenders for those who care for children and vulnerable adults.

Chair Lesch moved that HF551 be recommended to pass and be returned to the Committee on Public Safety Policy & Oversight.

Rep. Kalin presented HF551, explained the H0551A1 amendment, and took questions from the committee.

Chair Lesch moved to amend HF551 (see H0551A1).
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Bill Schlumbohm, Lakes Area Police, testified in support of HF551 and took questions from the committee.

Chair Lesch moved that HF551, as amended, be recommended to pass and be returned to the Committee on Public Safety Policy & Oversight.
THE MOTION PREVAILED AND THE BILL WAS PASED.

HF248 (Paymar): Existing domestic fatality review team continuation authorized and all judicial districts permitted to create domestic fatality review teams.
Rep. Paymar moved that HF248 be recommended to pass and be returned to the Committee on Public Safety Policy & Oversight.

Rep. Paymar presented HF248 and took questions from the committee.

Deena Anders, Hennepin Domestic Fatality Review, testified in support of HF248 and took questions from the committee.

Rep. Paymar renewed his motion that HF248 be recommended to pass and be returned to the Committee on Public Safety Policy & Oversight.

HF720 (Hilstrom): Uniform Child Witness Testimony by Alternative Methods Act adopted.

Rep. Hilstrom moved that HF720 be recommended to pass and be returned to the Committee on Public Safety Policy & Oversight.

Rep. Hilstrom presented HF720 and took questions from the committee.

HF818 (Hilstrom): Financial records disclosure in connection with financial exploitation investigations authorized, procedures for reporting and investigating maltreatment modified, duties of financial institution in cases of financial exploitation specified, and penalties imposed.

Rep. Hilstrom moved that HF818 be recommended to pass and be returned to the Committee on Public Safety Policy & Oversight.

Rep. Hilstrom presented HF818 and took questions from the committee.

Chair Lesch announced that the next Crime Victims & Criminal Records Division meeting would take place on Friday, March 6, 2009 at 10:30am.
