MINUTES



Representative Otremba, Chair of the Committee, called the meeting to order at 2:52 P.M. on, March 25, 2009, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Olin moved approval of the minutes from March 23, 2009.
THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Representative Morrow moved adoption of HF 980 Division Report, as amended.
THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Morrow moved HF 980, First Committee Engrossment, be recommended to pass and re-referred to General Orders.

HF 980 (Lieder) relating to public safety; modifying requirements of eligibility based on military experience for reciprocity examination for a peace officer;

Representative Lieder explained HF 980 to the committee.

Testifying in favor of HF 980 was:

Michele Tuchner, Major, Minnesota State Patrol

Representative Morrow renewed his motion that HF 980, First Committee Engrossment, be recommended to pass, as amended, and re-referred to General Orders.
THE MOTION PREVAILED.

Representative Morrow moved adoption of HF 1880 Division Report, as amended.
THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Morrow moved HF 1880 be recommended to pass and re-referred to the General Register.

HF 1880 (Severson) relating to veterans; requiring an interview for veterans listed as meeting minimum qualifications and claiming veterans preference for positions of state government employment; applying to state civil service certain removal provisions in current local government law; requiring a report of certain state employment statistics pertaining to veterans;

Representative Morrow moved to amend HF 1880 as follows: (see amendment H1880A2)
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Morrow moved to amend amendment H1880A2 as follows:
Page 1, Line 6, delete, "as defined in section 190.05,"
Page 1, Line 7, delete, "subdivision 5b or 5c,"
Page 1, Line 15, after the number "8", add, "1"
Page 1, Line 17, after the number "8", add, "1"
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Severson explained HF 1880 to the committee and took questions from the members.

Testifying in favor of HF 1880 was:

Michael Pugliese, Deputy Commissioner, Minnesota Department of Veteran Affairs

Representative Morrow renewed his motion that HF 1880 be recommended to pass, as amended, and re-referred to the General Register.
THE MOTION PREVAILED.

Representative Morrow moved HF 608 be recommended to pass and re-referred to the Committee on Public Safety Policy and Oversight.

Representative Morrow moved to amend HF 608 as follows: (see amendment H0608A1.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 608 (Kahn) relating to agriculture; providing for the development and regulation of an industrial hemp industry: authorizing rulemaking; providing a defense for possession and cultivation of industrial hemp; modifying the definition of marijuana;

Representative Kahn explained HF 608 to the committee and took questions from the members.

Representative Morrow renewed his motion that HF 608 be recommended to pass, as amended and re-referred to the Committee on Public Safety Policy and Oversight.
