Representative Hornstein, Chair of the Transportation and Transit Policy and Oversight Division, called the meeting to order at 6:20 P.M. on Monday, March 23, 2009 in Room 10 of the State Office Building. The Committee Legislative Assistant noted the roll.

A quorum was present.

HF1568 (Holberg) Expedited town road extinguishment provision clarified. Rep. Hornstein moved that HF1568 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

HF1693 (Morrow) Environmental impact statement completion required. Mike Milstead, Vice President of Ag Power and Gary Zellmer, Mayor, North Mankato, President Highway 14 Partnership, spoke to the legislation. Frank Pafko, MnDOT spoke in opposition to the bill. HF1693 was laid over for possible inclusion in the Omnibus Transportation Policy bill.

HF1246 (Urdahl) Speed violations in excess of 10 mph over a speed limit of 60 mph kept off of driver's driving record. The following spoke in opposition to the bill:

Michele Tuckner, MN State Patrol, Dept. Public Safety
Susie Palmer, Traffic Safety Coordinator, MN Office of Traffic Safety

HF1246 was laid over for possible inclusion in the Omnibus Transportation Policy bill.

Representative Welti moved the minutes of March 18, 2009, THE MOTION PREVAILED.

The meeting adjourned at 7: 26 P.M.
