Representative Bobby Joe Champion, Vice Chair of the House Transportation Finance & Policy Committee called the meeting to order at 4:36 P.M. on Tuesday, March 17, 2009 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF1559 (Beard) Airport and air navigation facility improvement project funding provided, bonds issued, and money appropriated. Ray Strege, Short Elliott Hendrickson, Inc, spoke to the bill. HF1559 was laid over for possible inclusion in the Transportation Committee Capital Investment bonding recommendations.

Rep. Newton moved adoption of the minutes of March 12, 2009. THE MOTION PREVAILED.

HF1608 (Lieder) Local roads and bridges funding provided, fracture-critical bridges grants authorized, money appropriated. Bob Vanasek, Minnesota Inter-County Association and Rick Kjonaas, MnDOT State Aid Engineer spoke to the bill. HF1608 was laid over for possible inclusion in the Transportation Committee Capital Investment bonding recommendations.

HF1804 (Lieder) Transit facilities funding provided, bonds issued, money appropriated. Tony Kellen, President, Minnesota Public Transit Association assisting in presenting the bill. HF1804 was laid over for possible inclusion in the Transportation Committee Capital Investment bonding recommendations.

HF1333 (Gardner) Metropolitan area transit and paratransit capital expenditures additional funding provided and certain obligations authorized. Judd Schetnan, Metropolitan Council, assisted in presenting the bill. James Clark, Messerli & Kramer, spoke in support of the bill. Rep. Morgan moved that HF1333 be recommended to pass and rereferred to the Finance Committee. THE MOTION PREVAILED.

HF1373 (Gardner) Minnesota Council on Transportation Access established, report required, money appropriated. Rep. Hornstein moved the bill and amendment H1373A1. THE MOTION PREVAILED. Rep. Hornstein moved that HF1373, as amended, be recommended to pass and rereferred to the Finance Committee. THE MOTION PREVAILED.

HF809 (Hornstein) Charitable organizations provided a metropolitan transit pass discount. Judd Schetnan, Metropolitan Council, assisted in presenting the bill. The bill was laid over.

HF1797 (Lieder) Federal economic recovery fund receipt and appropriation provided. Kevin Gray, Chief Financial Officer, MnDOT assisted in presenting the bill. Rep. Lieder moved that HF1797 be recommended to pass and rereferred to the Finance Committee. THE MOTION PREVAILED.

HF994 (Lieder) State hazardous materials registration and permit requirements abolished. Bob Krogman, MN Petroleum Marketers Association assisted in presenting the bill. Rep. Lieder moved adoption of the H0994A2 amendment. THE MOTION PREVAILED. Michael Ritchie, Hazardous Materials, MnDOT, spoke to committee questions on the bill. John Kerr, Deputy Director, Dept. of Public Safety/Homeland Security, aided in answering committee questions. HF494, as amended, was laid over.
