Representative Bernie Lieder, Chair of the House Transportation Finance & Policy Division called the meeting to order at 4:32 P.M. on Tuesday, February 16, 2010 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF2485 (Atkins) Rock Island Bridge moratorium on demolition or removal repealed. Eric Carlson, Parks and Recreation Director for Inver Grove Heights, was available to speak to the bill. Rep. Lieder moved that HF 2485 be recommended to pass and rereferred to the Finance Committee. THE MOTION PREVAILED.

Rep.Masin moved adoption of the minutes from February 11, 2010. THE MOTION PREVAILED.

HF2801 (Obermueller) Complete streets policy defined and implemented. The following spoke to the bill:

Rep. Masin moved the HF2801A2 amendment. THE MOTION PREVAILED. Rep. Lieder moved that HF 2801, as amended, be laid over for further consideration when a fiscal note is available. THE MOTION PREVAILED.

HF2807 (Hornstein) Transportation construction impacts on business provisions modified, prohibited rest area activities added, highway routes modified; traffic provisions, bridge projects provisions, and impound provisions modified; Minnesota Council of Transportation Access and a Commuter Rail Corridor Coordinating Committee established and member provisions modified. Rep. Hornstein moved HF 2807 before the committee for consideration and that it be recommended to pass and rereferred to the Finance Committee. Rep. Demmer moved adoption of the H2807A1 amendment. THE MOTION PREVAILED. Rep. Hortman moved adoption of the handwritten MB1amendment. THE MOTION PREVAILED. Rep. Hornstein moved the following oral amendment:

On page 17, line 20, delete Compensation and insert: Reimbursement

Rep. Beard moved the following oral amendment:
