Representative Bobby Joe Campion, Vice Chair of the Transportation Finance and Policy Division, called the meeting to order at 4:32 P.M. on Tuesday, February 17, 2009 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF316 (Johnson, S.) HF316 (Johnson) St. Paul; Union Depot funding provided, bonds issued, and money appropriated. The following assisted in presenting the bill:
Commissioner Jim McDonough, Ramsey County
Steve Morris, Transit Project Manager, Ramsey County Regional Rail

Rep. Lieder moved the bill be held over for possible inclusion in the Capital Investments bonding bill. THE MOTION PREVAILED.

Rep. Newton moved adoption of the committee minutes from February 12, 2009. THE MOTION PREVAILED.

HF364 (Pelowski) Port development assistance funding provided, bonds issued, and money appropriated. The following spoke on behalf of the legislation:
Lorrie Louder, St. Paul Port Authority
Kevin Walli, Minnesota Ports Association

Rep. Nelson moved the bill be held over for possible inclusion in the Capital Investments bonding bill. THE MOTION PREVAILED.

HF373 (Murphy, M.) Northern Lights Express Passenger Rail funding provided, bonds issued, and money appropriated. The following assisted in presenting the bill:
Commissioner Dan Erhart, Anoka County
Bob Manzoline, Executive Director Northern Lights Express Alliance and
St. Louis County Rail Authority
Rep. Reinert moved adoption of the H0373A1 amendment. THE MOTION PREVAILED.
Rep. Hausman moved the bill, as amended, be held over for possible inclusion in the Capital Investment bonding bill. THE MOTION PREVAILED.

HF48 (Bigham) Red Rock Corridor Transit Way funding provided, bonds issued, and money appropriated. Rep. Hornstein moved the following oral amendment:

Page 1, line 7 after "Council" insert: "for a grant to the Washington County Rail Authority" THE MOTION PREVAILED.

Commissioner Myra Peterson, of Washington County and Ted Schoenecker, Washington County Public Works Department assisted in presenting the bill. Rep. Hornstein moved that HF48, as amended, be held over for possible inclusion in the Capital Investments bonding bill. THE MOTION PREVAILED.

HF547 (Lieder) Local match for federal stimulus grants requirement eliminated for airport project costs. Rep. Lieder moved the H0547A1 amendment. THE MOTION PREVAILED. Ray Strege, Principal, Short Elliott Hendrickson Inc., assisted in presenting the bill. Rep. Lieder moved that the bill, as amended, be recommended to pass and returned to the Finance Committee. THE MOTION PREVAILED.


HF548 (Lieder) State airport fund money appropriated. Rep. Lieder moved the bill before the committee. Ray Strege, Principal, Short Elliott Hendrickson, Inc. assisted in presenting the bill. Rep. Lieder moved that HF548 be recommended to pass and returned to the Finance Committee. THE MOTION PREVAILED.
